CLERK'S RECOMMENDED MOTION (for final action): COMMITTEE ACTION TAKEN: COUNCIL ACTION TAKEN.• 9/27/94: Council approved the resolution. 7 -0 (the substitute) Related File Numbers: Ordinance or Resolution Number (this item only): Res 94 -046 1 2 3 4 5 6 7 8 �t 10 11 12 13 14 15 16 17 18 IVJ irrit 2.res 9/27/94 SPONSORED BY: Starkenbure AB94 -273D PROPOSED BY: Whatcom CountyAgriculture Preservation Committee SUBSTITUTE INTRODUCTION DATE: 9127194 RESOLUTION NO. 94 -046 CERTIFYING AND ACCEPTING THE PROPOSED POLL BOOK FOR THE IRRIGATION DISTRICT FORMATION ELECTION (WHATCOM AGRICULTURAL WATER DISTRICT) WHEREAS, the Whatcom County Agriculture Preservation Committee respectfully asks that the Council consider certifying and accepting a poll book for the election to determine whether the Whatcom County Agricultural Water District, an irrigation district under RCW 87, shall be formed; and WHEREAS, this election is to be conducted by mail ballot; and WHEREAS, participants in the election are limited to owners of property within the boundaries of the proposed district, with two votes given for every five acres (or fraction thereof) of property owned'; and WHEREAS, the Whatcom County Agriculture Preservation Committee has determined that the district will contain less than 200,000 acres, which determines the qualifications of electors and the voting method under State Law; and WHEREAS, the Whatcom County Agriculture Preservation Committee asked a consultant to prepare the poll book under consideration by the Council to include only parcels of property of the size of five acres or greater, thus implying that less than fifty 'See Section 87.03.051 of the Revised Code of Washington.
