Related File Numbers: Ordinance orResobution Number (this item only) -Res 94 -045 runawayrm 9/13/94 SPONSORED BY: Consent PROPOSED BY: Consent INTRODUCTION DATE: September 13, 1994 1 RESOLUTION NO. 94 -045. 2 IN SUPPORT OF THE RUNAWAY ALLIANCE AND REQUESTING THE STATE 3 LEGISLATURE TO ENACT LEGISLATION TO ASSIST PARENTS AND 4 COMMUNITIES IN DEALING WITH RUNAWAY CHILDREN 5 WHEREAS, the Runaway Alliance is an organization composed of parents who have 6 had a child run away from home; and 7 WHEREAS, the members of the Runaway Alliance are caring, non - abusive parents; 8 and 9 WHEREAS, current state laws hold parents responsible for the actions of their 10 children until age 18, but provide parents with no authority to restrain children from running 11 away from home or to require children to receive drug or alcohol treatment when needed; 12 and 13 WHEREAS, the absence of legal protection for parents and families has significant 14 negative consequences for both the individuals affected and the community at large, 15 including the exposure of children to danger, crime, and abuse, the breakup of family units, 16 and the creation of financial burdens upon the taxpayers of the state through increased costs 17 for law enforcement, welfare, and medical care; and 18 WHEREAS, the Runaway Alliance has proposed that state laws be enacted that will 19 address the problems associated with runaway children; and Page 1 1 WHEREAS, the Whatcom County Council supports the goals and objectives of the 2 Runaway Alliance; 3 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the 4 goals and objectives of the Runaway Alliance are hereby endorsed and the Legislature of 5 the State of Washington is called upon to enact legislation consistent with those goals and 6 objectives in order to protect the children of our communities, to restore parental authority 7 within the family, and to decrease the burden place upon communities due to the negative 8 consequences associated with runaway children. 9 APPROVED this 13th day of September, 1994. 10 11 ATTEST: 12 13 amona Reeves, Council Clerk 14 15 16 APPROVED AS TO FORM: Civil Deputy Prosecuting Atty.
