Several committees were formed to gather information and make recommendations to the Council in their
specific topic. Council is now asking that all of this information be collected and that the principles of the jobs
r °_d economy resolution be included in the committees' review and final report.

1 RESOLUTION NO. 94 -035
2 REGARDING THE GROWTH MANAGEMENT ACT CITIZENS'
3 COMMITTEES FINAL REVIEW AND FINAL REPORT
4 WHEREAS, background work has been going on for over three years related to
5 Growth Management Act planning; and
6 WHEREAS, several citizen committees were established by the Administration to
7 gather information and make recommendations to the Council; and
8 WHEREAS, the committees have worked very diligently to provide the best
9 information and recommendations possible; and
10 WHEREAS, the Visioning Committee was formed in April 1993 and held a series
11 of Town Hall meetings in the fall of 1993 to collect public comment on the future of
12 Whatcom County. A representative gave a presentation to the Council on April 26, 1994;
13 and
14 WHEREAS, the Citizens' Environmental Task Force was formed in December 1993
15 in order to develop the environmental element of the Comprehensive Plan. A
16 representative gave a presentation to the Council on May 3, 1994; and
17 WHEREAS, the Surface Mining Advisory Committee was formed in 1991 and
18 reconvened in November of 1993 and organized into four working groups (agriculture,
19 forestry, rural and river interests). A representative gave a presentation to the Council on
20 June 7, 1994; and

1 WHEREAS, the Forestry Citizens' Advisory Committee was reconvened to review
2 all aspects of the existing Forest Resource Lands Growth Management Act program. The
3 Committee will make necessary recommendations for changes to bring the program into
4 compliance with the Comprehensive Plan. The final. recommendations will be reviewed
5 under the Comprehensive' Land Use Plan State Environmental Policy Act Environmental
6. Impact Statement. A representative gave a presentation to the Council on June 28, 1994;
7 and
8 WHEREAS, the Residents' Housing Advisory Committee was formed to recommend
9 policies, verify census -based housing inventory and to develop actions plans. A
10 representative gave a presentation to the Council on May 24, 1994; and
11 WHEREAS, the Citizens' Transportation Advisory Committee was formed in May
12 1993 to identify issues and goals, determine future land use scenarios, identify traffic
13 forecasts and future road network improvements. A representative gave a presentation to
1.4 the Council on June 21, 1994; and
15 WHEREAS, the Design Committee was formed in August of 1993 and on June 7 a
16 representative reported on the eight physical design major topics, which are: places and
17 focal points; rural identity; urban growth areas of planned and unplanned development;
18 enhancement of existing hamlet communities; gateways, corridors and connections; physical
19 edges and transitions of parts of our county; natural resources; and sustainability of natural
20 and human resources; and
21 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the
22 representatives serving on each of those citizens' committees will be recognized for their
23 outstanding efforts and hard work after the County Council receives their final reports; and
24 BE IT FURTHER RESOLVED that said final reports of the citizens' committees
25 shall include findings that are in keeping with the principles stated in Resolution 94 -022,

1 022, which states the Whatcom County Council's policy to encourage enhancement of a jobs-
, based economy; and
3 BE IF FINALLY RESOLVED, upon adoption of this Resolution the Clerk of the
4 Council will send a copy of this Resolution and of Resolution 94 -022 to each of the above -
5 mentioned committees.
