RESOLUTION NO. 94 -033
A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING
ASSISTANCE FOR AN OUTDOOR RECREATION PROJECT TO THE
WASHINGTON STATE INTERAGENCY COMMITTEE FOR
OUTDOOR RECREATION (I.A.C.) AS PROVIDED BY THE MARINE
RECREATION LAND ACT.
10 WHEREAS, Whatcom County Council has approved a "Comprehensive Park and
11 Recreation Open Space Plan" and "Preserving a Way of Life ": A Natural Heritage, for the
12 urban area which identifies the South Fork of the Nooksack River as an opportunity to
13 acquire an outstanding slice of Whatcom County's history, freshwater access, and open space;
14 and,
15 WHEREAS, under the provisions of the Marine Recreation Act, state and federal
16 funding assistance has been authorized and made available to aid in financing the cost of land
17 for parks and habitat conservation areas and the construction of outdoor recreational facilities
18 of local public bodies; and,

WHEREAS, Whatcom County considers it in the best public interest to acquire land
that offers freshwater access, trails, and open space;
NOW, THEREFORE, BE IT RESOLVED, by the Whatcom County Council,
Whatcom County, Washington,
1. That the County Executive be authorized to make formal application to the
Interagency Committee for Outdoor Recreation for funding assistance,
2. That any fund assistance so received be used in the acquisition of 106 acres of
prime park land for outdoor recreation opportunities in southern Whatcom
County, Washington,
3. That the County's share of the project will be derived from local private
donation,
4. Whatcom County does hereby certify that the County is responsible to support
all non -cash commitments to the local share should they not materialize.
32 5. That any property acquired with financial aid through the Interagency
33 Committee for Outdoor Recreation be placed in use as an outdoor recreation
34 facility and be retained in such use in perpetuity unless as otherwise provided
35 and agreed to by the County Council, the Interagency Committee for Outdoor
36 Recreation, and any affected federal agency, and
37 6. That this resolution become part of a formal application to the Interagency
38 Committee for Outdoor Recreation
39 7. That adequate notification has been given and opportunity provided for public
40 input and that published notices have identified affected flood plains and/or
41 wetlands, if applicable.
