Subject: Reconstruction of East Smith Road from Noon Road to Mission Road

Dear Mrs. Van Zanten:
Bid proposals for the subject project were opened on June 1, 1994. Based on our
review of the two bids received, we recommend award of this contract to the lowest
bidder, Wilder Construction Company of Bellingham, Washington in the amount of
$ 1,384,103.00, being the amount of their bid including all taxes.
Included for your review, is one copy each of the lowest bid proposal, including Non -
collusion and Debarment Affidavits and Disadvantaged Business Enterprise Utilization
Certifications, a tabulation of all bids, and a project cost breakdown showing total
project funding for 1994. Also, attached is a County Council Agenda Bill and an
Initiating Resolution for consideration by the County Council.
Please signify on the following page, your concurrence to award this project.to Wilder
Construction Company.

Please find attached the request to award the contract to low bidder, Wilder
Construction Company.
Additional right -of -way cost and a reduction in expected Federal funding support
requires us to transfer $380,000 from our Hannegan Road Project, North of Van Dyk
to Front Street, Lynden (Budget line item #4 in the 1994 A.C.P.) to this project, so
it can be completely funded. This transfer allows us to remain within the approved
combined budgets for these two projects.
Representatives from Engineering Division are available to answer any questions you
may have in this regard.

3 AND THE AWARD OF CONTRACT FOR RECONSTRUCTION OF
4 EAST SMITH ROAD, NOON ROAD TO MISSION ROAD
5 WHEREAS, this project is included in the officially adopted Annual Road Program as
6 Item No. 6.
7 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that CRP
8 992249 is formally established for the Reconstruction of East Smith Road, Noon Road to
9 Mission Road. The Contract for this project is awarded to Wilder Construction Company, Inc.
10 in the amount of their bid of $1,384,103.00.
11 An appropriation from the officially adopted road fund budget and based on the County
12 Engineer's estimate is hereby made in the amounts and for the purposes shown:
