The proposed resolution would support transitioning 2 Area Resource Coordinator positions from that of county employees
to employees of the central administration of the NSRSN. This change is proposed as a result of recommendations of the
NSRSN Board of Directors in order to improve administrative management and service delivery.

2 SUPPORTING CHANGES IN THE ADMINISTRATIVE STRUCTURE
3 OF THE NORTH SOUND REGIONAL SUPPORT NETWORK
4 WHEREAS, the North Sound Regional Support Network (NSRSN) is a consortium
5 of Whatcom, Snohomish, Island, Skagit, and San Juan counties formed in 1989 to provide
6 mental health services on a regional basis; and
7 WHEREAS, over the past several years the administration of NSRSN operations has
8 been unsatisfactory, causing problems for service consumers and service providers alike; and
9 WHEREAS, the Board of Directors of the NSRSN conducted extensive discussions
10 in regards to solving the administrative problems observed; and
11 WHEREAS, the Board of Directors secured the services of an independent
12 consultant to review operations and advise on possible solutions, and the result of that
3 review were recommendations that the central administrative operation of the regional
14 structure be strengthened in order to provide proper coordination and oversight in
15 operations; and
16 WHEREAS; the current operation of the NSRSN provides for a local "Area
17 Resource Coordinator" and a "Children Area Resource Coordinator" position in each
18 county, funded by an allocation of funds from the NSRSN to the counties for those
19 position; and
20 WHEREAS, after review of the consultant's recommendation the members of the
21 Board of Directors determined that transfer of local Area Resource Coordinator position
22 from the status of local county staff to regional staff would work towards the recommended
23 strengthening of administrative control and will help resolve existing operational problems;
24 and
25 WHEREAS, the Board of Directors further determined that this transfer of position
26 should be made individually by each County, and recognizes that this change in personnel
27 and funding should be implemented in conjunction with adoption of budgets for 1996; and
28 WHEREAS, this proposal has been forwarded for discussion by Whatcom County
29 NSRSN representatives Larry -Harris and Shirley Van Zanten to the Whatcom County

1 Mental Health Advisory Board, and that Board has indicated support for the concept of this
2 transfer of positions;
3 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the
4 transfer of the two Area Resource Coordinator positions to the administrative responsibility
5 of the North Sound Regional Support Network is appropriate and proper, and that necessary
6 steps should be taken to reflect this change in the 1996 Whatcom County Budget.
