YES / / NO / / lease explain below Budget line item number(s): The Department of Community, Trade, and Economic Development has notified Whatcom County of the availability of funds for planning activities related to implementation of the Growth Management Act. The CTED will act as ,-he fiscal agent for distributing the funds to the participating jurisdictions. However, the County and Cities must :utually agree upon a distribution formula and plan. Other jurisdictions within the County will be passing similar resolutions in order to meet CTED's notification requirement for the distribution plan. The County will contract separately to establish a scope of work that meets CTED's requirements. ORIGINATOR'S RECOMMENDED ACTION. COUNCIL ACTION TAKEN. 1995 -aso. 11/14/95: Introduced 11/21/95: Approved 6 -0 Related File Numbers: Ordinance or Resolution Number (this item only): res. 95 -075 gma$plan.res 11/07/95 SPONSORED BY: Consent PROPOSED BY: Planning INTRODUCTION DATE: 11/14/95 1 RESOLUTION NO. 95_075 2 A RESOLUTION AGREEING TO A DISTRIBUTION PLAN FOR ALLOCATING 3 GROWTH MANAGEMENT ACT FUNDS 4 WHEREAS, the Growth Management Act was amended by the 1995 legislature 5 appropriating additional funds to local governments for planning activities related to the 6 the Growth Management Act; and 7 WHEREAS, the Department of Community, Trade, and Economic Development 8 (CTED) has allocated money for the jurisdictions in Whatcom County amounting to 9 $99,106 for the 1995 -97 biennium; and 10 WHEREAS, the funds are to be distributed to each jurisdiction according to a 11 mutually agreed upon formula and plan by the County and Cities within Whatcom County 12 who are choosing to participate in receiving the appropriation; and 3 WHEREAS, representatives from the Cities, the Council of Governments, and the 14 County have been meeting to develop this distribution formula and plan; and 15 WHEREAS, CTED will act as fiscal agent with each participating jurisdiction and 16 will complete separate contracts with individualized scopes of work; and 17 WHEREAS, receipt of funds will be tied to the completion of tasks as identified in 18 the separate contracts; and 19 WHEREAS, a copy of the draft distribution formula for the County and Cities is 20 quantified below. 21 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that 22 1. Whatcom County approves the distribution plan for allocating Growth Management 23 funds with the following distribution formula: 24 City of Bellingham $ 30,923 25 City of Blaine 4,601 26 City of Everson 3,963 27 City of Ferndale 6,383 Page 1 I City of Lynden 6,617 2 City of Nooksack 3,494 3 City of Sumas 3,549 4 Whatcom County 39,576 (This includes $2,973 to be 5 subcontracted to the Council of Governments for Interlocal Agreement Work.) 6 2.
