This resolution endorses legislative property tax relief consistent with resolutions and positions endorsed by the
Washington State Association of County Assessors and the Washington Association of County Officials.

1 RESOLUTION NO. 95 -070
2 ENDORSING LEGISLATION FOR PROPERTY TAX RELIEF
3 WHEREAS, the real estate market has been experiencing several years of inflation;
4 and
5 WHEREAS, real estate inflation directly impacts the property tax burden on
6 individual taxpayers; and
7 WHEREAS, expanded taxing district formations and levy capabilities have been
8 added by the legislature; and
9 WHEREAS, the property tax burden on long -time property owners has forced many
10 to live in fear of losing their family home because property taxes continue to increase; and
11 WHEREAS, the limitations in place now do not adequately protect the homeowner;

13 WHEREAS, other states with similar property tax systems and laws have significantly
14 reduced or eliminated a state property tax levy; and
15 WHEREAS, the 1995 Washington State Legislature passed SHB 1957, HB 1022, and
16 ESSB 5000, all of which were designed to reduce the state property tax levy; and
17 WHEREAS, Governor Lowry signed ESSB 5000 which makes a one time reduction
18 in the state property tax levy of approximately 4.7 percent; and
19 WHEREAS, Governor Lowry, due to declining revenue forecasts and other reasons,
20 decided to veto SHB 1957 and HB 1022; and
21 WHEREAS, Governor Lowry's veto message indicated that he plans to create a task
22 force of interested parties to study both short and long term solutions to the reduction of
23 the property tax in Washington State; and
24 WHEREAS, the Washington State House of Representatives has created the
25 Property Tax Work Group to receive comments on property tax problems.

1 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council does
2 affirm to endorse legislation that will systematically reduce, and ultimately eliminate, the
State's portion of the property tax levy.
