2 ESTABLISHING A COMMITTEE TO REVIEW HUMAN
3 SERVICES IN WHATCOM COUNTY
4 WHEREAS, the Whatcom County Council desires that there be adequate human
5 services for all citizens in Whatcom County; and
6 WHEREAS, there is a variety of entities providing social services to Whatcom
7 County Residents; and
8 WHEREAS, efficient and effective use of social services funding will provide the
9 greatest amount of service for Whatcom County citizens; and
10 WHEREAS, public access to and understanding of the human services delivery
11 system should be uncomplicated and standardized to provide optimal access for people and
12 families with diverse needs seeking assistance;

13 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
14 there shall be appointed by the Council a committee of fifteen Whatcom County residents
15 to review human services delivery in Whatcom County and examine the feasibility of a
16 Whatcom County Department of Human Services.
17 BE IT FURTHER RESOLVED, the committee shall be composed of eight citizens
18 not employed in the human services field but representing a wide variety of human services
19 needs; three representatives from direct service providers; three representatives from
20 agencies providing indirect services; and one representative from the area of financial
21 management.
22 BE IT FURTHER RESOLVED, the committee shall provide a report and
23 recommendations to the Whatcom County Council by May 15, 1996 for consideration in the
24 1997 budget.
