The Resolution. would create a nine member committee which would review publicly owned property and
identify ones that would be appropriate for sale. The Committee would be requested to complete its review by
December 1, 1995.

2 CREATING A CITIZENS PROPERTY REVIEW COMMITTEE TO REVIEW
3 POTENTIAL SALES OF COUNTY OWNED PROPERTY
4 WHEREAS, Whatcom County government has a number of parcels of publicly
5 owned property; and
6 WHEREAS, the County Property Management Committee has, on occasion,
7 recommended that property be sold and thereby return those parcels to the tax rolls, but
8 currently lacks available resources to complete a full review of county properties in the near
9 future; and
10 WHEREAS, a review of publicly owned parcels may yield some properties of
11 significant value that would provide income to the county and increase future income
12 through returning property to the tax rolls;
13 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that a
14 Property Review Committee of concerned citizens will be created and charged with the task
15 of reviewing County property records for the purpose of identifying properties that may be
16 sold; and
17 BE IT FURTHER RESOLVED that the Committee will have not more than seven
18 members, with members to be appointed by nomination and majority vote of the Council
19 and confirmation by the Executive; and
20 BE IT FURTHER RESOLVED that the Committee's findings will be submitted as
21 a preliminary report to the Council and the County Executive and all appropriate
22 department heads by December 1, 1995; and
23 . BE IT FURTHER RESOLVED that as a subagency created pursuant to legislative
24 act the meetings of the Committee will be subject to the Open Public Meetings Act (RCW
25 42.30.020 (1) (c)); and
26 BE IT FURTHER RESOLVED that minimal staff support on an as available basis
27 will be available to the Committee and members will be generally required to perform their
28 own property research and analysis.

BE IT FURTHER RESOLVED that the Citizens Property Review Committee is to
include the following professionals: a real estate broker; an attorney; a title officer; an
appraiser; and a land use expert.
