CLASSIFICATION FOR THE GUIDE MERIDIAN (SR -539) 5 WHEREAS, the Guide Meridian is presently classified by the State of Washington 6 for the purpose of access management as a Class 2 and 3 facility, and 7 WHEREAS, a Class 2 facility must, by State law, be designed to incorporate a raised 8 median and a Class 3 facility recommends a raised median, and 9 WHEREAS, a Guide Meridian land use study, funded partially by the State of 10 Washington Department of Transportation is nearly completed and will be followed up with 11 a circulation plan, 12 WHEREAS, the land use study will recommend land uses that could be 13 accommodated by a more flexible approach than a center raised median, and . 14 WHEREAS, many public meetings have been held regarding traffic and safety issues 15 on the Guide Meridian, and 16 WHEREAS, any perceived improved safety from a raised median can be attained 17 through other means, and 18 WHEREAS, a raised median will require complex off right -of -way truck turn - arounds 19 on the intersecting County Roads, and 20 WHEREAS, the Washington State Department of Transportation has stated that the 21 Department could consider other options, rather than a raised median on Guide Meridian, 22 if a route access control reclassification is requested by the County Council, and 23 WHEREAS, given the above considerations, it would be more appropriate to allow 24 the State Department of Transportation more design flexibility than that allowed by the 25 present access management classification. 26 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council 27 requests that the Washington State Department of Transportation work with County staff Page 1 1 to reclassify the Guide Meridian to allow design flexibility consistent with local desires and 2 land use plans. 3 APPROVED this . 18 day of July , 1995. 4 WHATCOM COUNTY COUNCIL 5 ATTEST: WHATCOM COUNTY, WASHINGTON ana Brown - Davis, Clerk of the Council 8 APPROVED AS TO FORM: 9 A'n-td r/,, • A4�� 10 Civil Deputy Prosecutor Page 2
