2 IN APPRECIATION OF SERVICE AND DEDICATION OF JACK WEISS, FORMER
3 WHATCOM COUNTY RECYCLING COORDINATOR
4 WHEREAS, former Whatcom County Recycling Coordinator, Jack Weiss, was named
5 the "Recycler of the Year" on May 9, 1995 by the Washington State Recycling Association,
6 and;
7 WHEREAS, Jack Weiss designed and implemented county -wide curbside recycling,
8 and;
9 WHEREAS, Jack Weiss designed and implemented the community compost drop -off
10 site, and;
11 WHEREAS, Jack Weiss designed and implemented the "Re- Store" building materials
12 re -use center in Bellingham, and;
13 WHEREAS, Jack Weiss designed and implemented the Commercial Waste
14 Evaluation Service which has helped more than 700 businesses reduce waste over the past
15 three years, and;
16 WHEREAS, Jack Weiss designed and implemented the "Third Arrow Project ", a buy -
17 recycled campaign that encourages area businesses to purchase recycled products, and;
18 WHEREAS, Jack Weiss designed and implemented an economic development
19 project focused on stimulating local manufacturing with recycled materials, and;
20 WHEREAS, programs initiated by Jack Weiss have financially benefited Whatcom
21 County since 1990, and;
22 WHEREAS, the innovative recycling market development campaigns Mr. Weiss
23. initiated were honored with the National Recycling Coalition's "Most Innovative Local
24 Market Development Program" award, and;
25 WHEREAS, programs initiated by Mr. Weiss received the 1993 "Best Large

1 Government Program" award from the State Department of Ecology and the Washington
2 State Recycling Association, and;
3 WHEREAS, programs initiated by Mr. Weiss received the 1992 "Best Public
4 Information Program" award from the State Department of Ecology and the Washington
5 State Recycling Association, and;
6 WHEREAS, Mr. Weiss has dedicated his personal as well as professional time in
7 coordinating efforts which encourage citizens to reduce waste and recycle, and;
8 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the
9 County Council acknowledges and appreciates the dedicated, comprehensive and effective
10 contributions of our valued former recycling coordinator, Jack Weiss, who created Whatcom
11 County's continuously award - winning waste reduction and recycling programs which are now
12 recognized throughout the nation.
