There was no provision in the original resolution setting up the Committee to allow it to continue in the event the Lake Management District was extended. The Advisory Committee has provided invaluable assistance to the Engineering Division on matters to do with the Lake Management District and endorses the re- establishment of the Committee. ORIGINATOR'S RECOMMENDED ACTION: Pass COMMITTEE ACTION TAKEN: COUNCIL ACTION TAKEN: 4/25/95: Amended and approved 7 -0 �iS - C-) SPONSORED BY: Consent PROPOSED BY: Executive INTRODUCTION DATE: 4/25/95 2 A Resolution by the Board of Supervisors for the 3 Whatcom County Lake Management District No. 1 4 5 6 RESOLUTION NO. 95 -032 7 ESTABLISHING A LAKE MANAGEMENT DISTRICT NO. 8 ADVISORY COMMITTEE 9 10 WHEREAS, the creation of an Advisory Committee for the Lake Management District No. 1 11 would bring together the various agencies and citizen representatives who could advise the county 12 administration in its implementation of the programs and projects necessary to satisfy the aims of the 13 District; and 14 15 WHEREAS, the county administration supports the creation of such an advisory committee, 16 provided that it works in cooperation with the County's Engineering Division. 17 18 NOW, THEREFORE, BE IT RESOLVED that the following guidelines shall apply: 19 ?� 1. Creation of Lake Management District No. 1 Citizens' Advisory Committee. There is established a Whatcom County Lake Management District No. 1 Advisory Committee. 22 23 2. Duties of the Lake Management District No. 1 Advisory Committee. The Advisory 24 Committee is charged with the following duties and responsibilities: 25 26 a. To be an integral part of the operations and management of Lake Management 27 District No. 1; to review the County plan for the retention dam facility and the Friday 28 Creek stream enhancement, and make recommendations in coordination with the 29 County Engineering Division to the District Board for its implementation; 30 31 b. Discuss and recommend budget appropriations; 32 33 C. Review other Lake Management District No. 1 matters as assigned by the County 34 Engineering Division; and, 35 36 d. Membership. The Advisory Committee will consist of 5 members, as follows: a. Members of the Committee will be geographically representative of Lake Management District No. 1 and own land within the boundaries of the District. b. All members of the Advisory Committee shall be appointed by the Whatcom County Executive, with confirmation by the Whatcom County Council. 4. Term of Office. The term of office for the five members representing geographic areas within Lake Samish Lake Management District No. 1 shall be four years. Members may be appointed to a second, four -year term. 5. Public meetings -- Quorum. The Lake Samish Lake Management District No. 1 Advisory Committee shall meet once a month or as its members and the County Engineering Division shall determine, and shall designate a regular time and place for such meetings. The Committee shall adopt rules and regulations for the conduct of business, and shall keep a written record of its proceedings, which record shall be public. Three members shall constitute a quorum. Meetings of the Advisory Committee shall be subject to the Open Meetings Act, RCW 42.30 et seq. 6. Committee Staffing. The County Engineering division will provide staffing for the Advisory Committee. 7. Election of Officers. Immediately after appointment, the members of the Advisory Committee shall meet and elect a chairperson, vice- chairperson, and secretary, and such other officers as may be necessary, for a period of one year or until such date as may be determined for annual elections.
