This ordinance establishes a new fund, Administrative. Services Fund, dedicated to the provision of internal services
provided by the Administrative Services Department; consolidation of the Self Insurance Fund, the Tort Claims Defense
Fund, the County Supply Fund and the Building Maintenance Fund by closing each and transferring their responsibilities,

ESTABLISHMENT OF THE ADMINISTRATIVE SERVICES FUND
AND CONSOLIDATION AND CLOSURE OF VARIOUS OTHER FUNDS
WHEREAS, the County Council approved closure of certain county funds at its
August 15th, 1995 meeting; and
WHEREAS, the Council also approved establishment of a new fund that consolidates a
number of existing funds:
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
Physical Plant and Capital Facilities Fund, # 328, is hereby closed effective December 31,
1995. All residual cash shall revert to the Current Expense Fund. Revenue from the sale of
county owned property in the general fixed asset group, formerly dedicated to the Physical
Plant and Capital Facilities Fund shall be deposited to the Current Expense Fund. Ten
Percent of the revenue derived from the sale of County -owned property shall be deposited in
the newly established Administrative Services Fund for the purpose of obtaining appraisals
and other sale related issues.
BE IT FURTHER ORDAINED the Northwest Washington Fair Fund is hereby closed
effective immediately and all residual cash shall be transferred to the Northwest Washington
Fair Association per Ordinance 93 -031.
BE'IT FURTHER ORDAINED the Paths and Trails Reserve Fund, # 131, is hereby
closed effective December 31, 1995 and all cash and dedicated revenue formerly deposited in
the fund shall be deposited in a separate cost center in the County Road Fund for uses as
intended under RCW 47.30. Paths and Trails account equity shall be restricted and accounted
for separately.
BE IT FURTHER ORDAINED a new fund is hereby established entitled the
.Administrative Service Fund, # 507, an internal service fund. This new Fund shall be
dedicated to the provision of internal services provided by the Administrative Services
Department and other departmental responsibilities to be placed in certain cost centers. The
Self Insurance Fund, # 144, the Tort Claims Defense Fund, # 136, the County Supply Fund, #
1 502, and the Building Maintenance. Fund, # 505, all shall be closed effective December 31,
2 1995 and all the responsibilities, revenues and cash shall be transferred to the Administrative
3 Services Fund. The Prosecuting Attorney's Office shall retain control and responsibility for
4 the new cost center established for tort claims. The County Treasurer shall retain control and
5 responsibility for the new cost center for property sales. The Administrative Services
6 Department shall have responsibility for the activities representing the remainder of the fund.
7 Separate account equities shall be identified for the Tort, Self Insurance and equipment
8 replacement reserves.
