The change in Ward Boundaries in Blaine City divided Blaine City Precincts. This ordinance creates Blaine City Precincts that contain only one Blaine City Council Ward. All changes to precinct boundaries must be completed by July 24, 1995 as no changes may take place between the thirtieth day prior to the first day for candidates to file for primary election and the general election. COUNCIL ACTION TAKEN. 6/6/95: Introduced 6/20/95: Adopted 6 -0 Related File Numbers: Ordinance or Resolution Number (this item only): Ord. 95 -029 INTRODUCED BY: CONSENT PROPOSED BY: AUDITOR DATE: 6/6195 ORDINANCE No. 95 -on AN ORDINANCE ESTABLISHING WHATCOM COUNTY VOTING PRECINCTS WHEREAS, state law mandates in R.C.W. 29.04.050 that every voting precinct must be wholly within a single congressional district, a single legislative district, and a single district of a county legislative authority; and, WHEREAS, state law mandates R.C.W. 29.04.040 (3) that precincts in which voting machines or electronic voting devices are used may contain as many as nine hundred registered voters; and, WHEREAS, annexations to cities of Whatcom County and special purpose districts divided some precincts of Whatcom County requiring that they and some adjacent precinct boundaries be redrawn; and, WHEREAS, state law mandates in R.C.W. 29.04.040 (2) that no precinct boundaries may be changed during the period starting on the thirtieth day prior to the first day for candidates to file for the primary election and ending with the day of the general election; and, WHEREAS, the first day for candidates to file is the twenty fourth (24th) day of July 1995 and time is needed for the necessary procedural steps such as legislative authority approval, notification of voters, production of maps, and notification to the Secretary of State, NOW THEREFORE, BE IT ORDAINED THAT: Section 1.14 of the Whatcom County Code for Blaine Precincts Blaine City 1, Ward 1, Blaine City 2, Ward 2, and Blaine City 3, Ward 3 be amended, deleted and created to read as set forth in the attached Exhibit "A" which is fully incorporated herein. BLAINE CITY 2: All of the area within the existing East and West City Limits lying South of the middle of "G" Street, to the middle of Cedar Street, including Boundary Ridge, Drayton Cove, Beachwalker and the Marina at Semiahmoo. BLAINE CITY 3: All of the area within the existing East and West City Limits lying South of the middle of Cedar Street of the Southern City Limits of Blaine and the remainder of the Semiahmoo District not previously described and contained in Ward 2.
