Supplemental Budget Ordinance No. 5 adds appropriation to the following budgets:
1. The supplemental request for Current Expense, Juvenile Court Administration, appropriates $25,800 from a
Washington State DSHS Grant, Juvenile Justice Section, "Best Self Summer Program ", for implementation of
this program in Whatcom County by the Whatcom County Commission on Children and Youth.
The supplemental request for the Solid Waste Management Fund appropriates $49,772 from fund balance for
salary and benefits for staffing Solid Waste through the end of 1995 with a Solid Waste Specialist and a
Secretary.
3. The supplemental request for the Election Reserve Fund appropriates $37,722 from Reimbursed Voter
Registration fees and Election Reimbursement, to provide sufficient extra help funding to meet statutory election
requirements.
4. The supplemental request for the Health Fund appropriates $9,420 from a Washington State Department of
Health grant for funding advertising costs for a Youth Tobacco Prevention Program. Ten percent of the new
revenue, $1,043, has been allocated to administrative costs.
5. The supplemental request for the Health Fund appropriates $52,034 from a Washington State Department of
Health grant for funding the purchase of computer hardware in preparation for installation to State Department
of Health's state -wide computer network (INPHO). No additional FTE'.s. Approximately ten percent of the new
revenue, $5,782, has been allocated to administrative costs.

ORDINANCE NO. 95 -027
AMENDMENT NO. 5 TO THE 1995 BUDGET
WHEREAS, the 1995 budget was adopted December 1, 1994; and,
WHEREAS, changing circumstances require modifications to the approved 1995
budget; and,
WHEREAS, those modifications have been assembled here for deliberation by the
Whatcom County Council.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
1995 Whatcom County budget ordinance 94 -073 is hereby amended by adding the following
amounts to the departments included therein:

BE IT FURTHER ORDAINED that the 1995 budget ordinance 94 -073, exhibit B, is
amended to reflect the additional authorized position as set forth in Attachment A to this
ordinance.
