SUMMARY STATEMENT.- Please complete sections of box as appropriate & explain the item below.
The Whatcom County Council is authorized under RCW 46.61.415 to establish speed limits on certain County
Roads and it is important to establish some flexibility concerning minimum speeds at construction zones of
County Projects. This should be set at the discretion of the County Engineer as dictated by the existing
conditions relevant to the project in question.

ORDINANCE NO. 95 -014
AN ORDINANCE TO AMEND WHATCOM COUNTY CODE 10.04.130:
. REDUCED SPEED WHERE MEN WORKING
.WHEREAS, the Whatcom County Council is authorized under RCW 46.61.415 to
establish speed limits on certain County roads; and
WHEREAS, the Engineering department feels it is important to have an ordinance to
establish some flexibility concerning minimum speeds at construction zones of County projects;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
temporary speed limits in construction zones of county projects, either by county crews or
independent contractor be determined as follows:
10.04.130 Reduced Speed where men wer4ing in construction zones.
A maximum speed set at the discretion of the County
Engineer, n`er, is established for those areas of Whatcom County in which county forces or
those hired by the County are working within the traveled roadway, provided the areas
are properly posted with signs in accordance with the Federal Highway Administration's
"Manual on Uniform Traffic Control Devices." (Ord. 80- 108(part)). Upon completion of
the construction project, the signs shall be removed.
. BE IT FURTHER ORDAINED that the County Engineer is hereby directed to install the
appropriate signs and that the Whatcom County Sheriff and the Washington State Patrol be
notified by a copy of this ordinance.
