Deputy Director r %r,'�;�� t� ,EVE MEMO To: Executive Shirley Van Zanten Date: January 5, 1995 From: Neil Clement Re: Exercise grant request Enclosed, you will find paperwork that will enable the Division of Emergency Management to obtain state grant funding to conduct the local elements of a statewide earthquake exercise this April. Our office has been in the planning stages for this exercise for several months. In addition to preparing for our own role, we are coordinating the efforts of other municipal agencies and local school districts. The state has now adopted the same emergency information software that. we've been using for years and they are particularly interested in working with our office test our ability to electronically transmit situation reports and other data between EOCs. This work during the exercise will establish the basis for other counties to communicate with the state during disasters. With extended communication capabilities supplied by the local Air National Guard, we believe we can successfully transmit data between Whatcom County and the state EOC even when standard telephonic communication systems have been destroyed. The grant offering is the result of several meetings with the lead state Emergency Management Division representative, and if approved, will provide several enhancements to Whatcom County. We will be able to augment our post- earthquake structural assessment training program, obtain specialized responder training that focuses on the first -hour of response following a catastrophic event, purchase some needed items for the EOC, and provide the type of formal outside evaluation that a full -scale exercise should have. This grant has no matching fund requirements, however it is provided on a reimbursable basis only. As always, if there are any questions, please contact me at 5.0400.
