The supplemental request for Sheriff's Office, Division of Emergency Management appropriates $5,540 from
6,µie EMD Earthquake Exercise Grant to account for a grant- for the purchase of supplies, small equipment and training
related costs for use in developing and conducting an earthquake exercise in conjunction with Washington State
Department of Community, Trade and Economic Development.
2. The supplemental request for Mount Baker Theater Project Request (AB94 -589) appropriates $25,000 from
Hotel Motel Tax for contribution to the Mount Baker Theater restoration project, as approved by the Whatcom County
Council on December 6, 1994.

ORDINANCE NO. 95 -008
AMENDMENT NO. 1 TO THE 1995 BUDGET
WHEREAS, the 1995 budget was adopted December 1, 1994; and,
WHEREAS, changing circumstances require modifications to the approved 1995
budget; and,
WHEREAS, those modifications have been assembled here for deliberation by the
Whatcom County Council.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
1995 Whatcom County budget ordinance 94 -073 is hereby amended by adding the following
amounts to the departments included therein:
Emergency Management Fund 5,540
Mount Baker Theater Project Request (AB94 -589) 25,000
Total Supplemental 30.540

Re: Exercise grant request
Enclosed, you will find paperwork that will enable the Division of Emergency Management to
obtain state grant funding to conduct the local elements of a statewide earthquake exercise
this April.
Our office has been in the planning stages for this exercise for several months. In addition to
preparing for our own role, we are coordinating the efforts of other municipal agencies and
local school districts. The state has now adopted the same emergency information software
that. we've been using for years and they are particularly interested in working with our office
test our ability to electronically transmit situation reports and other data between EOCs. This
work during the exercise will establish the basis for other counties to communicate with the
state during disasters. With extended communication capabilities supplied by the local Air
National Guard, we believe we can successfully transmit data between Whatcom County and
the state EOC even when standard telephonic communication systems have been destroyed.
The grant offering is the result of several meetings with the lead state Emergency
Management Division representative, and if approved, will provide several enhancements to
Whatcom County. We will be able to augment our post- earthquake structural assessment
training program, obtain specialized responder training that focuses on the first -hour of
response following a catastrophic event, purchase some needed items for the EOC, and
provide the type of formal outside evaluation that a full -scale exercise should have.
This grant has no matching fund requirements, however it is provided on a reimbursable basis
only.

To account for a grant for the purchase of supplies, small equipment, and training
materials, as well as contracting for a training class to be conducted by an outside
consultant, and travel fees for exercise evaluators. The items are to be used in developing
and conducting an earthquake exercise in conjunction with theWashington State
Department of Community, Trade and Economic Development. The grant requires no
matching funds, and is a reimbursable -only grant.
