This is an ordinance that modifies departmental structure by relocating district accounting functions from the County
Auditor's Office to the Administrative Services Department and consolidating Combined Treatment Services. and
Developmental Disabilities into the Health Department.

6 "REORGANIZATION OF WHATCOM COUNTY GOVERNMENT THROUGH
7 REPEAL AND AMENDMENT OF CERTAIN SECTIONS OF THE WHATCOM
8 COUNTY CODE AND CREATION OF A NEW ADMINISTRATIVE SERVICES
9 DEPARTMENT"
10 AND OTHER CERTAIN SECTIONS OF THE WHATCOM COUNTY CODE

13 WHEREAS, the Council finds that County departmental structure should be modified in
14 such a manner that would accomplish the following goals:
15
16 1. Provide a comprehensive integrated financial management system for all activities
17 of County government, including accounting services provided by the County to
18 junior taxing districts; and,
19
20 2. Promote efficient and effective management of human services through consolidation
21 of existing departments.

23 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
24 following changes to the Whatcom County Code are hereby adopted:
25
26 1. Ordinance 93 -042 REORGANIZATION OF WHATCOM COUNTY GOVERNMENT
27 THROUGH REPEAL AND AMENDMENT OF CERTAIN SECTIONS OF THE
28 WHATCOM COUNTY CODE AND CREATION OF A NEW ADMINISTRATIVE
29 SERVICES DEPARTMENT, is hereby amended as of January 1, 1997 as detailed in Exhibit
30 A to this ordinance; and,

32 2. Certain Whatcom County Code sections are hereby amended, as detailed in Exhibit A to
33 this ordinance; and,
34
35 BE IT FURTHER ORDAINED, that on January 1, 1997, all files, records and documents
36 from the District Accounting section of the Auditor's Office will be transferred to the Administrative
37 Services Department; and,
38
39 BE IT FURTHER ORDAINED, that on January 1, 1997, all files, records, documents,
40 equipment and furniture from Combined Treatment Services Department and Developmental
41 Disabilities Department will be transferred to the Health Department; and,

1 BE IT FURTHER ORDAINED, that on January 1, 1997, all contracts, agreements, rights,
2 claims and obligations, either in favor of or against the Combined Treatment Services Department
3 or the Developmental Disabilities Department, at the time the ordinance takes effect, shall continue
4 in full force and effect, and responsibility therefore shall be transferred to the Health Department.

BE IT FINALLY ORDAINED that, if any portion of this ordinance is found to be unlawful,
all remaining portions shall remain in effect.
