Supplemental Budget Ordinance No. 7 requests the following:
(1) The supplemental request for the Current Expense Fund, Assessor's Office, appropriates $22,914 from Current
Expense fund balance to pay for salary, benefits and associated equipment for three new FTE's.
(2) The supplemental request for the Current Expense Fund, Superior Court, appropriates $146,982 from Current
.pense fund balance to pay for judges' 1996 benefits and to pay for the courts' operating costs that will exceed existing
budget appropriation.
(3) The supplemental request for the Current Expense Fund, District Court, appropriates $60,693 from a Current Expense
fund balance to pay for operating costs that will exceed existing budget appropriation.
(4) The supplemental request for the Current Expense Fund, Juvenile Court Probation, appropriates $11,575 from a
"Becca Bill" DSHS grant to pay for one additional FI'E (probation officer) to facilitate services to Truant, At -Risk Youth
& Children in Need of Services. This position is contingent on continued DSHS grant funding.
(5) The supplemental request for the Current Expense Fund, Superior Court, appropriates $6,321 from a "Becca Bill"
DSHS grant to pay for one additional FTE (a juvenile courtroom clerk). This position is contingent on continued DSHS
grant funding.
(6) The supplemental request for the Auditor's Election Reserve Fund appropriates $61,248 from Election Reserve fund
balance to cover costs of upcoming elections in 1996 that were not adequately provided for in the existing budget.
(7) The supplemental request for the Combined Treatment Fund appropriates $56,535 from various grants, donations and
additional tax revenues, to pay for an increase in various program expenditures.
(8) The supplemental request .for the 1996 Current Expense Revenue Budget adds revenue of $1,900,000 to Current
Expense fund balance, received from the City of Bellingham as their 1996 payment for law and justice shared costs.

ORDINANCE NO. 96 -041
AMENDMENT NO.7 TO THE 1996 BUDGET
WHEREAS, the 1996 budget was adopted November 28, 1995; and,
WHEREAS, changing circumstances require modifications to the approved 1996 budget; and,
WHEREAS, those modifications have been assembled here for deliberation by the Whatcom
County Council.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the 1996
Whatcom County budget ordinance 95 -065 is hereby amended by adding the following amounts
to the budgets included therein:
