SUBJECT.•
Combined Treatment Services has $5,000.00 in a Revolving Fund. In the past this has been "sunseted." This
ordinance will reduce the revolving fund to $3,000, eliminate a "sunset" date, and add language which reads,
"Expenditures processed will be those that cannot be processed through existing Whatcom County purchasing
procedures and meet the needs of Mental Health and Substance Abuse consumers timely." The fund is used to
provide services to the Mentally Ill and Substance Abuse /Prevention consumers in the community.
The expenditure of funds is reimbursed by contract from North Sound Regional Support Network, DSHS Division
of Substance Abuse, and Washington State Traffic Safety Commission.

WHATCOM COUNTY MENTAL HEALTH AND SUBSTANCE ABUSE
REVOLVING ACCOUNT
WHEREAS, the Division of Mental Health, North Sound Regional Support
Network and Division of Alcohol and Substance Abuse of the Department of Social and
Health Services have contracted funds to Whatcom County to provide for services to
mentally ill consumers and to community groups working with substance abuse
prevention; and
WHEREAS, these funds allow for the payment at cost of specific and unusual
therapy, for essential daily living, recreation, supervision, conference attendance,
conference preparation and setup, and many other items to either treat or prevent
problems associated with mental illness, hospitalization, and substance abuse in the
community; and
WHEREAS, expenditures processed will be those that cannot be processed
through existing Whatcom County purchasing procedures and meet the needs of Mental
Health and Substance Abuse consumers timely, and
WHEREAS, this service to consumers and community groups is constant and
ongoing;
NOW, THEREFORE, BE IT ORDAINED, that a Mental Health and Substance
Abuse Revolving account be established for $3,000 until revoked by further action of the
Whatcom County Council
