This ordinance would re -title the Council staff position from Budget & Program Analyst to a new title of Legislative and
Budget Analysis Administrator. In addition, when the position becomes vacant, the Council will be able to revise or reclassify
the title and duties by simple motion of the Council.
The change in position title will NOT result in any salary change or range reclassification. The proposed change is cost
neutral, and is a change in title only.

3 AMENDING THE 1996 BUDGET ORDINANCE 95 -065 TO RE -TITLE A POSITION

5 WHEREAS, the Whatcom County Council adopted a budget ordinance that requires that
6 positions being revised or re- classified be confirmed by the County Council when not a part of a
7 negotiated union contract; and

WHEREAS, the adoption of a new bargaining agreement has not yet occurred and the
Council had intended to retitle an exempt employee position within the County Council office
concurrent with contract adoption; and
WHEREAS, the Council finds that the contemplated change should move forward without
any further delay;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
adopted position of Budget & Program Analyst within the County Council Office is hereby re-
titled Legislative and Budget Analysis Administrator, retroactive to January 1, 1996; PROVIDED
that there shall be no re- classification in salary range or step for the employee, this being a change
in title only; AND BE IT FURTHER PROVIDED that upon the position becoming vacant the
Council may re -title or reclassify the position by motion, as deemed appropriate, without need for
further amendment to the ordinance.
