Supplemental Budget Ordinance No. 2 adds appropriation to the following budget:
1) The supplemental request for the Current Expense Fund, Health Department, appropriates $52,020 from federal
I state grant monies for:
a) $18,914 for providing additional staff time for implementation of new HIV Outreach Program, utilizing
volunteers from groups at risk.
b) $1,000 for stipends and other incentives for volunteer outreach workers on project to target at risk youths
for contracting and spreading HIV and other sexually transmitted infections.
c) $8,213 for reconciling projected federal and state grant dollars in June 1995 with actual amounts received
in January 1996 in the following programs: WIC, Youth Suicide, Shellfish, and Playground Injury.
d) $23,893 for OSS Maintenance Monitoring and Education funds will assist in developing internal
programs and promote public involvement which will prevent on -site sewage system problems.

AMENDMENT NO.2 TO THE 1996 BUDGET
WHEREAS, the 1996 budget was adopted November 28, 1995; and,
WHEREAS, changing circumstances require modifications to the approved 1996 budget;
and,
WHEREAS, those modifications have been assembled here for deliberation by the
Whatcom County Council.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
1996 Whatcom County budget ordinance 95 -065 is hereby amended by adding the following
amounts to the fund included therein:
Current Expense Fund:
Health Department 28.506
Total Supplemental $28.506
