Emergency Supplemental Budget Ordinance No. lA adds appropriation to the Current Expense Fund, Public Defender
and appropriates $61,470 from fund balance to hire temporary staff and provide required professional services and travel
ids to provide effective assistance of counsel in light of increasing caseloads and the number of aggravated murder
cases they are currently assigned to.

ORDINANCE NO. 96 -012
AN EMERGENCY ORDINANCE
AMENDING THE 1996 BUDGET
FOR CURRENT EXPENSE, PUBLIC DEFENDER'S OFFICE
AMENDMENT NO. 1A TO THE 1996 BUDGET
WHEREAS, the 1996 budget was adopted November 28, 1995; and,
WHEREAS, the Public Defender's current caseload exceeds this office's capacity to
provide adequate representation, and
WHEREAS, additional 1996 appropriation authority in the Public Defender's budget is
necessary for the Public Defender to provide control in seeking a cost effective means of
providing clients adequate representation, and
WHEREAS, time is of the essence for the Public Defender to commit to and assemble
adequate representation for the current caseload, as an alternative to the Public Defender
requesting that the Court send cases to the private sector at a much greater overall cost to
Whatcom County, and
WHEREAS, this modifications has been assembled here for deliberation by the Whatcom
County Council.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
1996 Whatcom County budget ordinance 95 -065 is hereby amended by adding the following
amounts to the fund included therein:
Current Expense Fund:
Public Defender 61,470
Total Supplemental $61.470
