Ordinance 84-115 (I8) provided for a stop sign with "Right turn
permitted without stopping" westbound on Harksell at Woodland
Road An Engineering Study was performed and it was determined
that the traffic pattern has changed and the "right turn permitted
without stopping" sign should be removed and all westbound traffic
shall be required to stop at the HarkselUWoodland Road
intersection.
Recommend approval

SUBJECT: Amending Ordinance 84 -115 - Stop Sign on Harksell at Woodland Road
Please find attached, proposed Ordinance amending Ordinance 84 -115 that allows a free right
turn on Harksell at Woodland Road. .
At present, a free right turn is permitted for westbound traffic with all other traffic being
required to stop. This proposed ordinance, if passed, will eliminate the free right turn,
thereby requiring all traffic movements at the intersection to come to a full stop.

AN ORDINANCE AMENDING ORDINANCE 84 -115 (18)
STOP SIGN ON HARKSELL AT WOODLAND ROAD
ORDINANCE NO. 99 -051
WHEREAS, in compliance with RCW 46.61.200 and 47.36.110, it is found necessary and expedient
to modify traffic control signs on certain County Roads; and
WHEREAS, Ordinance 84 -115 (18) provided for a stop sign with a "right turn permitted without
stopping" westbound on Harksell Road at Woodland Road in Section 32, Township 40 North, Range 2 E.
W.M., and
WHEREAS, an additional Engineering Study has been conducted by the County Engineer's office and
WHEREAS, it is found that traffic patterns have changed such that the "right turn permitted without
stopping" sign should no longer be allowed.
WHEREAS, it has been determined that the Harksell Road - Woodland Road intersection would more
safely function as a 3 -way stop intersection with no free turning movements.
NOW, THEREFORE BE IT ORDAINED by the Whatcom County Council that intersectional traffic
control be modified at the following location:
1) Remove the existing "right turn permitted without stopping" sign below the stop sign
westbound on Harksell Road at Woodland Road; within Section 32, Township 40 North,
Range 2 East, W.M.
BE IT FURTHER ORDAINED that the County Engineer is hereby directed to install
appropriate signs and that the Whatcom County Sheriff and the Washington State Patrol be notified by
a copy of this ordinance.
Provisions of this ordinance hereby amend Whatcom County Code, Section 10.16.795.
