SUMAIARYSTATEMENT:
An engineering evaluation was conducted and it was
found to be necessary to formally establish a 4120 mph

SUBJECT: Establishment of Speed Limits within a School Zone
The attached Agenda Bill and Ordinance are necessary to legally extend the School Zone on
Northwest Drive south an additional 750 -feet so as to encompass the location of the Whatcom Day
Academy which is a private elementary school at 5217 Northwest Drive. This School Zone will be
a standard School Zone adjacent to elementary schools to be in effect at 20 -miles per hour, when
children are present.

6 AN ORDINANCE REGARDING ESTABLISHMENT OF SPEED LIMITS
7 WITHIN A SCHOOL ZONE

9 WHEREAS, the Whatcom County Council is authorized under RCW 46.61.415 to establish
10 speed limits on certain County roads; and
11
12 WHEREAS, the Whatcom Day Academy is now operating a private elementary school at 5217
13 Northwest Drive, located just south of the existing North Bellingham Elementary Public School, and
14
15 WHEREAS, an engineering evaluation was conducted and it was found to be necessary to
16 formally establish speed limits within the vicinity of this new school structure thereby extending the
17 existing school zone speed limit as established by Ordinance 82 -65,

19 NOW, THEREFORE, BE IT ORDAINED that a school zone and speed limit be set and posted
20 as "20 miles per hour, when children are present" at the following location:

22 Northwest Drive from 750 feet south of Smith Road to 1500 feet south of Smith Road,
23 located in Section 34, Township 39 North, Range 02 East, W.M.

25 BE IT FURTHER ORDAINED that this ordinance shall remain in effect as long as the
26 Whatcom Day Academy is conducting elementary classes at this location,
27
28 BE IT FURTHER ORDAINED that the County Engineer is hereby directed to install the
29 appropriate signs and that the Whatcom County Sheriff and the Washington State Patrol be notified by
30 a copy of this ordinance.

32 Provisions of this ordinance are hereby added to Whatcom County Code, Section 10.04.095.
