NO YES / X / Requested date: March 10. 1998 (1) Appropriate $31,617from current expense fund balance to provide funding for one FIE for the Department of Health, Environmental Health Division, to provide an additional Environmental Health Specialist position for a Water Quality Specialist;, a net increase of 1.0 FTE. Also, from Current Expense Fund balance, appropriate $18,180 for the County's cost share of a new water purity and safety study, with USGS to provide for a matching cost share. (2) Appropriate a total of $62,000 from an I.A. C. matching grant of $50,000 and a transfer of residual equity 'in Park Improvement Fund of $12,000, to provide funding for backstop replacement at Plantation Rifle Range. (As part of this request, appropriation authority also requested to allow $12,000 from the Park Improvement Fund to move into Current Expense — see item 3 below.) (3) From Park Improvement Fund residual equity, appropriate $12,000 to transfer to Current Expense to provide partial funding for item #2 above (4) Appropriate $11, 710 from Current Expense Fund balance to provide funding for a temporary one year research assistant for Superior Court. Ord. #98 -017 )rdinance or Resolution Number (this item only): D9. 41 98-'or7 SPONSORED BY: Consent PROPOSED BY: Executive INTRODUCTION DATE: 2/24/98 ORDINANCE NO. 98 -017 AMENDED AMENDMENT NO. 2 OF THE 1998 BUDGET WHEREAS, the 1998 budget was adopted November 25, 1997; and, WHEREAS, changing circumstances require modifications to the approved 1998 budget and Amendment No. 2 as previously submitted; and, WHEREAS, Amendment No. 2 of the 1998 Budget was introduced before the Council on February 24, 1998, and WHEREAS, the modifications to the budget have been assembled here for deliberation by the Whatcom County Council. NOW, THEREFORE, BE IT ORDAINED.bythe Whatcom County Council that the 1998 Whatcom County Budget Ordinance #97 -066 is hereby amended by adding the following additional amounts to the budgets included therein:- Current Expense Fund Health Parks Superior Court Other Fund Park Improvement Total Additional Supplemental Expenditures Revenues Net Effect 54,797 54,797 62,000 (621-000) 0 11,710 11,710 128,507 (62,000) 66,507 12,000 12,000 140.507 6� 2.000) 78,507 BE IT FURTHER ORDAINED, that Attachment A (Authorized Positions to the 1998 Budget Ordinance #97 -066) be amended to reflect an increase of one position (EHS 1- Water Quality Specialist, a net increase of 1.0 FTE) in the Health Department as adopted by this supplemental request. The Health Department Director will establish performance measures for the Water Quality Specialist, as well as progress benchmarks for new water quality programming. The Health Department Director shall also provide program progress updates; test results and informational reports to be. provided to the County Executive and Board of Health on a quarterly basis.. Additionally, the Health Department shall receive funding to provide for a matching cost share of a new water purity and safety study to be conducted by the United States Page 1 Geological Survey (USES) in areas of the County to be specified by the County with USGS concurrence (See attached USGS proposal, Attachment B). These factors coupled with the intensive agricultural activity in this region have made the drinking water supplies from ground water.sources vulnerable to contamination. Previous studies have found that nitrate concentrations in these aquifers often exceed the maximum contaminant level (MCL) for this constituent. Ethylene dibromide (EDB) and 1,2- dicloropropane (1,2 -D) have also exceeded the MCL in certain areas (Erickson and Norton, 1990). The U.S. Geological Survey is currently conducting a study focusing on the quality of shallow ground water in these aquifers. Wells in this study were sampled for an extensive list of nutrients, pesticides, and volatile organic compounds. Preliminary results from.this study indicate that nitrate and 1,2 -D continue to be of concern with regard to drinking water quality. Objectives: The primary objective of this study will be to provide additional information on the presence of nitrate. and volatile organic compounds, which include .EDB and 1,2 -D, in the Fishtrap and Bertrand Creek watersheds. Each sampling site will meet one or more objectives: 1) sample ground water underlying or downgradient of areas where 1,2 -D containing pesticides are or have been used; and 2) resample some of the wells sampled by Erickson and Norton (1990) in. order to help establish trends in concentrations of nitrate, EDB, and 1,2 -D. Approach: A total of 18 ground -water samples collected from existing wells in the Fishtrap and Bertrand Creek watersheds will be analyzed for nitrate and about 80 volatile organic compounds. Field measurements will be made to determine water temperature, specific conductance, pH, and the concentration of dissolved oxygen. Two field blanks will be processed and analyzed for quality assurance purposes. Reporting of Data: The results of the study and limited interpretation of the data will transmitted to Whatcom County in a letter format. More detailed interpretation of the data is of interest to the USGS and is possible as part of a future agreement. Budget: Category USGS Match Whatcom.
