AUTHORIZING ADOPTION OF A BIENNIAL BUDGET
FOR
FISCAL YEAR 1999 -2000
WHEREAS, the citizens of Whatcom County voted on November 4, 1997 in favor of adding
Section 6.05 regarding the adoption of a biennial budget cycle with a mid - biennium review -to the
Whatcom County Home Rule Charter (Article 6); and
WHEREAS, the 1997 Session Laws, Chapter 204 authorized the biennial budgeting option for
counties; and
WHEREAS, biennial budgeting will provide an opportunity to streamline government services
by providing for better long range and strategic planning, long term program planning and
development, and more efficient use of staff time in increasing budget efficiency, thereby
improving services to the citizens of Whatcom County;
NOW, THEREFORE, BE IT ORDAINED, that we, the Whatcom County Council, hereby adopt .
for fiscal year 1999 -2000 a biennial budget process, requiring a mid - biennium review.
