The draft zoning overlay maps implement the Short Term WAS designated in the official Whatcom County Comprehensive Plan on an interim basis. ORIGINATOR'S RECOMMENDED ACTION: The Director of Planning and Development Services recommends Council adopt the May 6, 1997 Short Term UGA zoning area overlay maps. Ord. #97 -025 'd, a meodej Related File Numbers: Ordinance or Resolution Number (this item only): ©r9. ii q-7- e K FileRef:23- 94:GMA SPONSORED BY: rnnsPnt PROPOSED BY: Council INTRODUCTION DATE: 20/97 ORDINANCE NO. 97 -025 AN EMERGENCY ORDINANCE ADOPTING ZONING OVERLAY MAPS TO IMPLEMENT THE - SHORT TERM PLANNING AREAS DESIGNATED IN THE OFFICIAL WHATCONI COUNTY COMPREHENSIVE PLAN ON AN INTERIM BASIS. WHEREAS, the 1990 State Growth Management Act as amended requires the County to adopt a comprehensive plan and development regulations that are consistent with and implement the comprehensive plan on or before July 1, 1994, with a six -month extension on the adoption of development regulations allowed; and WHEREAS, Whatcom County is prepared to adopt a Comprehensive Plan following a lengthy public process; and WHEREAS, the County is not prepared to adopt permanent amendments to the County's development regulations at this time, and will require up to six months for adequate analysis and public review to occur; and WHEREAS, in order to find compliance with the Growth Management Act, interim amendments to the Official Whatcom County Zoning Map, implementing new land use direction proposed in the Comprehensive Plan are necessary, and should be adopted in conjunction with adoption of the Comprehensive Plan, and WHEREAS, based on the above findings, the Whatcom County Council declares that an emergency ordinance is necessary for preservation of the public peace, health, safety and welfare. NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that: Section 1. To preserve the integrity of the process and directives mandated by the Growth Management Act and pursuant to RCW 36.70A.040, it is hereby ordained that the Short Term Planning Areas as presented in the proposed Comprehensive Plan (Appendix E, Map #s 28 -A, 28 -13, 28 -C, 28 -D, 28 -F, 28 -G, 28H, and 28 -1) as an interim development regulation attached as exhibit A be adopted on an emergency basis for sixty (60) days from adoption of this Ordinance. . Section 2. Adjudication of invalidity of any of the sections, clauses, or provisions of this Ordinance shall not affect or impair the validity of the Ordinance as a whole or any part thereof other than the part so declared to be invalid.
