SUMMARYSTATEMENT.-
The Lower Nooksack River Comprehensive Flood Hazard Management Plan
(CFHMP) lays out a recommended plan for addressing the flood hazards along
the lower Nooksack from Deming to Bellingham Bay. The environmental review
process has been completed and CFHMP has been recommended for Council
approval by the Flood Control Zone District Advisory Committee.

A Resolution by the Governing Body
of the County -wide Flood Control Zone District
hereinafter referred to as the
Whatcom County Flood Control Zone District (WCFCZD)
RESOLUTION NO. 99 -057
IN THE MATTER OF THE
LOWER NOOKSACK RIVER
COMPREHENSIVE FLOOD HAZARD MANAGEMENT PLAN
WHEREAS, RCW 86.12.200 provides that counties may adopt a comprehensive flood
control management for any drainage basin that is located wholly or partially within the county; and
WHEREAS, RCW 86.15.080 vests all of the powers granted the counties under RCW 86.12
in a flood control zone district created under the authority of RCW 86.15; and
WHEREAS, the Whatcom County Council created a county -wide Whatcom County Flood
Control Zone District under RCW 86.15; and
WHEREAS, the Whatcom County Flood Control Zone District is a municipal entity with
jurisdictional authority to adopt a comprehensive flood hazard management plan; and
WHEREAS, under WAC 173 -145, county -wide comprehensive flood hazard management
planning is required as a condition of funding under the Flood Control Account Assistance Program
(FCAAP); and
WHEREAS, the draft Lower Nooksack River Comprehensive Flood Hazard Management
Plan ( CFHMP) has been prepared by the Public Works Department under and through the
auspices of the Flood Control Zone District; and
WHEREAS, the draft plan complies with the requirements of WAC 173 -145 for such
plans; and
WHEREAS, the environmental review process for the draft CFHMP has been completed;
and
WHEREAS, the Whatcom County Flood Control Zone District Advisory Committee has
recommended that the draft CFHMP be approved; and
WHEREAS, a public hearing was held on November 9, 1999;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Flood Control Zone
District Board of Supervisors that the Lower Nboksack River Comprehensive Flood Hazard
Management Plan be adopted as written.
