Sheriff Superior Court I Treasurer Other Ordinance or Resolution Number (this item): ., WRIA Watershed Management Project.5nalres PROPOSED BY: Bruce Roll SPONSORED BY: Consent INTRODUCTION DATE: 10 / 2 6 / 9 9 RESOLUTION NO. 99 -050 IMPROVEMENTS TO THE WRIA 1 WATERSHED MANAGEMENT PROJECT 103XG 9la uFI f ►C ' _ 914= WHEREAS, In October, 1998, a Memorandum of Agreement was signed between Whatcom County, Lummi Nation, City of Bellingham and Public Utility District No. 1 committing to and outlining the process needed for watershed planning under RCW 90.82; and WHEREAS, as a result of the Memorandum of Agreement, the above four governments plus the Nooksack Tribe established the WRIA 1 Watershed Management Project and established a consensus decision making process among the five initiating governments; and WHEREAS, to date, the WRIA 1 project has made significant progress planning under RCW 90.82 and is actively driven by the initiating governments and Planning Unit members who represent the various WRIA 1 stakeholders through a dynamic caucus structure; and WHEREAS, the Initiating Governments' administrative decision - makers of the WRIA 1 project and the County Council expressed concerns regarding the County's disbursement process that need to be resolved to provide certainty for the WRIA 1 projects; and . WHEREAS, the assurance and preservation of joint government to government. decision - making is critical to the success of the Nooksack Watershed Project; and WHEREAS, it is the duty of the Whatcom County Council as elected officials to represent their constituents in watershed issues; and WHEREAS, to prevent delays and ensure joint government to government decision making, it is important that the Council be.informed in a timely manner of matters of policy and disbursement of funds under consideration by the Planning Unit and the administrative decision - makers of the Initiating Governments. NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that it is our intent to address these concerns so that the watershed planning project can continue within the context.of the existing Planning Unit structure as well as ensuring joint government to government decision - making. BE IT FURTHER RESOLVED that regular monthly meetings will be scheduled with the County Administration to provide on going opportunities for the County Council ' to review and approve policy and budget matters prior to joint review and agreement among the five administrative decision makers of the initiating governments. BE IT FURTHER RESOLVED that policy changes negotiated by the administrative decision - makers of the Initiating Governments will be brought back to the County Council and the respective councils of the other initiating governments, as agreed to during the creation of the Memorandum of Agreement, for approval. BE IT FURTHER RESOLVED that the County Executive is hereby directed to identify by way of an interlocal agreement a financial administrative process for the WRIA 1 Watershed Management Project that is jointly administered by the five Initiating Governments. BE IT FURTHER RESOLVED that upon mutual acceptance by the five Initiating Governments of a joint financial administrative process, subsequent approvals of budgets for the WRIA 1 Watershed Management Project by the County will include the transfer of funds to and expenditure authority from an account jointly administered by the five Initiating Governments. BE IT FURTHER RESOLVED that the County Council hereby requests the County Executive to convey to the 2514 Initiating Governments the County's continuing support and commitment to the Watershed Management Project and to its mutually beneficial completion.
