RESOLUTION NO. 99 -042
A RESOLUTION REQUESTING APPROVAL OF THE SANDY POINT IMPROVEMENT
COMPANY WATER SYSTEM PLAN
WHEREAS, there are deficiencies in pressure, flow, and fire protection capability in
the Sandy Point Improvement Company Water System, with approximately 200 housing units
presently at risk of low pressure, and 494 with inadequate flow for fire protection, and
WHEREAS, while we encourage all parties to conclude the ongoing water negotiations
in a timely manner, present negotiations are directed toward allocation. This water system
application, however, is addressing delivery, efficiency, health and safety, which must be
addressed immediately, and
WHEREAS, the building moratorium in effect does nothing to resolve these important
health and safety issues, and
WHEREAS, the Whatcom County Council as the Board of Health is entrusted with the
health and safety of the citizens of Whatcom County, and
WHEREAS, the Whatcom County Council supports bringing the Sandy Point
Improvement Company water system up to the standards recognized by Whatcom County
Code as well as the WAC 246 code established by the Washington State Department of Health,
and
WHEREAS, the Whatcom County Council supports the requirement for WSDOH
Water System Plans (WSP's) in the Whatcom County Coordinated Water System Plan, and
WHEREAS, the Whatcom County Council supports the Growth Management Act in
respect to allowing infilling within established subdivisions thereby reducing urban sprawl
within the unincorporated areas of Whatcom County,

NOW, THEREFORE, BE IT RESOLVED, that the Whatcom County Council requests that
the Department of Health approve the Water System Plan for the Sandy Point Improvement
Company Water System without delay, so that we can resolve the important health and safety
issues at stake in this area.
