ADS Facilities Management ADS Finance ADS Human Resources ADS Info Services Assessor Auditor Cooperative Extension District Court Executive Health Hearing Examiner Jail COUNCIL ACTION TAKEN: 1999 - 277 7/27/99: Amended and approved 5 -0, Brown, Imhof absent Res. #99 -036 Re. -- Juvenile Parks Planning Prosecutor Public Works Sheriff Superior Court Treasurer Other Related File Numbers: Ordinance or Resolution Number (this item): SPONSORED BY: Marlene Dawson PROPOSED BY: Executive Kremen INTRODUCTION DATE: July 27. 1999 RESOLUTION NO 99 -036 IN SUPPORT OF THE CITY OF BELLINGHAM'S EFFORTS TO PROVIDE FOR PUBLIC SAFETY IN THE REOPENING OF THE OLYMPIC PIPELINE WHEREAS, Olympic Pipe Line owns and operates a petroleum pipeline that originates in Whatcom County and passes through both rural and urban areas as it carries petroleum products to destinations south of Whatcom County; and WHEREAS, the transport of large amounts of petroleum product, by whatever means, is inherently hazardous; and WHEREAS, on June 10, 1999, the pipeline ruptured at a point within the City of Bellingham, within a public park; releasing a large amount of petroleum, resulting in the deaths of three young people and significant environmental damage; and WHEREAS, that same pipeline runs close to schools and residences, both in Whatcom County and within the City of Bellingham; and WHEREAS, the precise cause of the pipeline rupture has apparently not yet been determined; and WHEREAS, the City of Bellingham and Whatcom County must take all reasonable steps to ensure public safety; and WHEREAS, formal jurisdiction over pipeline construction, maintenance, and safety resides with the federal government; NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that it supports the City of Bellingham, to the full extent of its authority and jurisdiction, in taking all reasonable steps to ensure public safety and in demanding that all material pipeline safety issues be thoroughly and properly addressed prior to resuming petroleum transportation via the pipeline. Page 1 PK/fk 07/28/99 BE IT FURTHER RESOLVED, that it is the intent of the Whatcom County Council will work together with the County Executive to influence and support all necessary and appropriate action by state and federal regulatory agencies, and the pipeline industry, to ensure pipeline safety and the protection of all of the citizens of Whatcom County.
