SUBJECT: Structural Prelevel and Shoulder Widening of Birch Bay Drive —
Request for Additional County Funds
On March 23, 1999 the County Council awarded the contract for the subject project to Colacurcio
Brothers, Inc., in the amount of $506,665.00, with a total project budget (including engineering,
right -of -way, inspection and contingencies) of $581,665.00.
Birch Bay Drive was scheduled to be chip - sealed this summer by the Public Works Department,
following the addition of paved asphalt shoulders by Colacurcio Brothers, Inc. To prepare the
roadway surface for chip sealing, the majority of Birch Bay Drive was preleveled with asphalt this
spring to take out dips and bumps, resulting in a temporary smooth asphalt surface on most of the
road.
Public Works has received very favorable feedback from the residents and businesses along Birch
Bay Drive, especially about the new smooth roadway surface. Given the somewhat urban nature of
the Birch Bay area, we see some real advantages in keeping the asphalt roadway surface smooth by
overlaying with asphalt, rather than chip - sealing the travel lanes. The asphalt overlay will also have
a longer service life than a chip -seal surface.
Maintenance & Operations estimates that they would be spending about $50,000 to chip -seal this
area. It is our recommendation at this time that we forego the chip - sealing of Birch Bay Drive, and
instead that we overlay the entire roadway surface and new shoulders with about one inch of asphalt
pavement.
In doing this, the construction overrun will exceed 10 percent of the contract amount. We
therefore request that the Council authorize the expenditure of an additional $117,000 towards
the completion of the Birch Bay Drive project. This will raise the authorized construction
contract amount to $623,665, and raise the total project budget to $698,665.
Sufficient funds exist within the annual construction program budget to cover this additional
expense.

RESOLUTION NO. 99 -026
A RESOLUTION AUTHORIZING ADDITIONAL COUNTY ROAD CONSTRUCTION
FUND AUTHORIZATION FOR THE STRUCTURAL PRELEVEL AND
SHOULDER WIDENING OF BIRCH BAY DRIVE
WHEREAS, Whatcom County Resolution 99 -011 authorized the total project
expenditure of $581,665 for the structural prelevel and shoulder widening of Birch Bay Drive, of
which $506,665 was designated for the construction contract with Colacurcio Brothers, Inc., and
WHEREAS, during the course of construction, it was recommended that Birch Bay Drive
should be surfaced with a smooth asphalt roadway surface instead of a chip -seal surface.
NOW, THEREFORE, BE IT RESOLVED that. the Whatcom County Council hereby
authorizes the additional expenditure of $117,000 for the completion of the structural prelevel
and shoulder widening of Birch Bay Drive.
