Mills, P.E. - Assistant Director 316 Lottie Street Bellingham, WA 98225 IIECH "ED SUBJECT: Revision to Adopted 1999 Annual Construction Program — Addition of Construction Projects MAY PETE KREMEN COl1NTV PXI :- ,I -MVF The 1999 Annual Construction Program was adopted as Resolution No. 98 -075 by the County Council on November 24, 1998. Within the program were several large projects receiving matching federal funds for design and construction activities. With recent changes in permitting requirements under the Endangered Species Act, Whatcom County will not be able to do most federally funded projects during the 1999 construction season. Delays in receiving approvals to proceed with construction will cause us to.miss the good weather months for construction. Unfortunately, other agencies are experiencing the same difficulties. In order to take advantage of this construction season, and to bid projects out to local contractors, we propose to add several projects to the existing adopted annual construction program for 1999. These projects require minimal engineering, little or no right -of -way acquisition, nor permits which require significant time to receive. Doing these projects also fills the need to structurally overlay several arterial roads that are showing signs of wear and tear. Proposed additional projects include the structural overlay of Northwest Drive (Bellingham city limits to W. Axton Road), Grandview Road (Interstate 5 to Enterprise Road), Hannegan Road (in the vicinity of Beard Road), and the addition of turn lanes at the James/Telegraph intersection. Also, we propose to perform the structural overlay of Rainbow Road (Mountain View Road to Kickerville Road), which is listed as Item 16 of the adopted program, but was only slated for engineering and not construction. In not achieving construction of the federally funded projects this year, sufficient local funds exist within the 1999 Road Fund budget to perform the additional work outlined above. We will stay within the limits of the total program budget, and also within the limits of the budgeted local funds for 1999. We therefore recommend that the Council amend the adopted 1999 annual road construction program per the attached resolution, which requires introduction and a public hearing prior to amendment of the program. Phone: (360) 676 -6692 County: (360) 398 -1310 FAX: (360) 738 -4561 SPONSORED BY: CONSENT PROPOSED BY: Public Works INTRODUCTION DATE: 5/18/99 RESOLUTION NO. 99 -025 AMENDING THE WHATCOM COUNTY 1999 ANNUAL ROAD CONSTRUCTION PROGRAM WHEREAS, the Whatcom County Council adopted the 1999 Annual Road Construction Program as Resolution 9 &075 on November 24, 1999; and WHEREAS, significant federally funded projects cannot be built during the 1999 construction season as a result of the permitting requirements of the Endangered Species Act; and WHEREAS, the need exists and resources are available to perform road construction improvements to several roads that are not listed on said Annual Road Construction Program; and WHEREAS, no amendments to the Annual Road Construction Program are permissible without the unanimous consent of the Whatcom County Council; and WHEREAS, the Whatcom County Council agrees unanimously to the changes to the Annual Road Construction Program which have been proposed by the Public Works Department, as attached hereto. NOW, THEREFORE, BE IT RESOLVED that the 1999 Whatcom County Annual Road Construction Program is hereby amended as shown on the attachment hereto. BE IT FURTHER RESOLVED that no further changes be made in the program without the unanimous vote of the Whatcom County Council. BE IT FURTHER RESOLVED that the amended program be filed with the Director of Highways of the State of Washington.
