ESHB 2496, an act related to salmon recovery, provides that the lead
entity of a Water Resource Inventory Area establish a citizen's
committee to represent all entities within the WRIA to provide citizen-
based evaluation of salmon projects.

On January 26, 1999, the Council passed Resolution No. 99 -005 to establish Whatcom County as
the lead entity for WRIA #1, with the support of all the cities and tribal governments. Section 7
of ESHB 2496 provides that the lead entity shall establish a committee that consists of
representative interests of counties, cities, conservation districts, tribes, environmental groups,
business interests, landowners, citizens, volunteer groups, regional fish enhancement groups, and
other restoration interests. The ESHB 2496 process is to provide a citizen -based evaluation of
projects proposed to promote salmon habitat restoration.
Attached hereto is a proposed resolution to establish the Citizen's Advisory Committee for
WRIA # 1. The attached resolution is intended to create a committee represented by those citizen
interests defined within ESHB 2496. The governmental interests identified within ESHB 2496
will be involved in project identification and selection as a separate committee through existing
intergovernmental relations.

RESOLUTION NO. 99 -021
ESTABLISHING CITIZEN'S ADVISORY COMMITTEE
FOR SALMON HABITAT RESORATION PROJECTS
WHEREAS, Whatcom County, in cooperation with the Lummi Nation and Nooksack
Tribe, are engaging in Salmon Habitat Restoration within Water Resource Inventory Area No. 1
(WRIA #1) in accordance with Engrossed Substitute House Bill 2496; and
WHEREAS, Whatcom County has been chosen as lead agency by all cities and tribal
governments within WRIA #1 for that effort; and
WHEREAS, it is the responsibility of the lead agency to establish a citizen's committee
to fulfill those tasks and responsibilities under ESHB 2496; and
WHEREAS, citizen involvement must represent a wide range of interest;
NOW, THEREFORE, BE IT RESOLVED that a committee be established which will
represent the interests of environmental groups, business interests, landowners, citizens,
volunteer groups, regional fish enhancement groups and other restoration interests.
BE IT FURTHER RESOLVED that during the selection and appointment process, the
County will ensure balanced regional representation based on sub - watersheds as well.
