IMMARYSTATEMENT.
The Mental Health Advisory Board passed a resolution clarifying
their expectation that mental health representatives, advocates, and
family groups shall be able to participate in the Associated Provider
Network (APN) planning process.
Approval of the ordinance will reinforce Mental Health
representatives' conversations with the APN.

RESOLUTION NO. 99 -008
SUPPORTING WHATCOM COUNTY PARTICIPATION IN MENTAL HEALTH
PLANNING
WHEREAS, Whatcom County has a well documented history of supporting community
based mental health resources for our citizens; and
WHEREAS, Whatcom County has provided significant county tax funding and support for
the development of residential and outpatient mental health services; and
WHEREAS, the Associated Provider Network (APN) has been awarded the North Sound
Regional Support Network Outpatient Integrated Crisis Response Contract; and
WHEREAS, the contract grants the responsibility and authority to the APN to manage
resources to the development of an integrated, consumer -driven approach to the delivery of quality
community mental health service to be provided efficiently and cost effectively; and
WHEREAS, the parties are mutually committed to maximizing the availability to provide
needed mental health services in the region, and
WHEREAS, while the NSRSN -APN Integrated Contract delegates this operational
management authority to the APN, it also required cooperation with local county government,
consumers, advocates and family representatives, and
WHEREAS, these stakeholders must be included in an ongoing process of decision -
making, planning, implementation and evaluation of the APN network.
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the
Whatcom County Mental Health Advisory Board respectfully requests that the Associated Provider
Network develop and comply with a written policy to assure the meaningful and timely involvement
of the advisory board, consumers, and family members of Whatcom County in any and all future
planning for the management of mental health resources in this county.
