General Manager City of Bellingham Water District 10 JOINT RESOLUTION Whatcom County Council No. 99 -006 Bellingham City Council No. 1999 -6 Water District No. 10 625 A JOINT RESOLUTION OF THE CITY OF BELLINGHAM, WHATCOM COUNTY, AND WATER DISTRICT 10 ADOPTING THE 1999 PROGRAM FOR THE LAKE WHATCOM WATERSHED. WHEREAS, Lake Whatcom and its associated watersheds, is currently the source of drinking water for approximately half the residents in the county; and WHEREAS, the County, City, and District have agreed to work cooperatively to manage and protect the water supply as defined in the 1998 " interlocal Agreement Between the City of Bellingham, Whatcom County, and Water District 10 Concerning Joint Management of Lake Whatcom"; and WHEREAS, part of cooperative management includes the joint development, adoption, and implementation of an annual work program for the watershed; and WHEREAS, the Councils and Commissioners were presented with a draft work program on September 23, 1998, and modifications were made to the program based on subsequent direction from the Councils /Commissioners; and WHEREAS, per adopted interlocal agreement, all cooperative projects and actions, including annual work programs, will be approved by each jurisdiction and attached to the interlocal agreement as an appendix, NOW, THEREFORE BE IT RESOLVED BY THE CITY OF BELLINGHAM, WHACOM COUNTY, AND WATER DISTRICT 10 that the work program set forth in Exhibit A attached hereto be hereby adopted for 1999 and attached as Appendix A to the 1998 interlocal Agreement. BE IT FURTHER RESOLVED that the highest priority will be placed on three elements of the work program: stormwater management (Goal 11), urbanization/development (Goal 13) and watershed ownership (Goal 2). The Lake Whatcom Program is one of the major program areas identified in the County Water Resources Plan that was submitted to the Council in October 1998. As will occur with each of the program areas, the attached Lake Whatcom Program supplements the October general description by providing specific details regarding actions, time lines, funding, and public involvement opportunities. Prior to implementation, the Lake Whatcom Program must be jointly adopted by the City, County, and Water District 10'. The Program was originally presented to the legislative bodies on September 23, 1998. Individual meetings with each of the Councils and Commissioners followed, at which time additional recommendations were received. The recommendations have been incorporated into the attached Program. Key changes include: • Specific details regarding how the Councils and Commissioners will be updated on the Program in 1999 (Goal 1, Task 2); • Priority placed on stormwater management, urbanization/land use, watershed ownership, and projects that will reduce impacts on water quality (e.g. on -site detention, reduction in impervious surfaces, improvements in District 10 system to reduce potential overflows, and incentives); • Additional actions related to forest management (Goal 4, Task 3); • Reduction of activities related to conservation (Goal 17); • Additional monitoring efforts to identify the source of fecal coliform in Silver Beach Creek, and Austin Creek (Goal 3, Task 8); • Assessment of potential water quality impacts from the "Y "- Road Landfill (Goal 3, Task 8); • Recommendation that future program planning include specific measurable objectives (benchmarks) and extend beyond one year (Program Administration, Task 2); and • Additional language that would require the City and County to evaluate concurrency related to the Lake Whatcom Connector (Transportation Goal 12, Task 1); Please feel free to contact Sue Blake if you have any questions regarding the Program. ' The 1998 jointly adopted interlocal agreement entitled "Interlocal Agreement Between the City of Bellingham, Whatcom County, and Water District 10 Commissioners Regarding Joint Management of Lake Whatcom", specifics that cooperative projects will be approved by each jurisdiction and attached to the Interlocal Agreement as an appendix.
