SUMMARYSTATEMENT.
Authorize the Whatcom County Executive to sign a revised interlocal
greement by and between Whatcom County, Bellingham, Blaine,
Everson, Ferndale, Lynden, Nooksack, Sumas and the Port of
Bellingham for the provision of emergency management services.
The current interlocal agreement expires December 31, 1999, and it is
in the best interest of our citizens to preserve a joint organization for
emergency management as provided for in RCW 38.52.070.

AUTHORIZING THE WHATCOM COUNTY EXECUTIVE TO SIGN A REVISED
INTERLOCAL AGREEMENT FOR THE PROVISION OF EMERGENCY MANAGEMENT
SERVICES.
WHEREAS, the present Interlocal Agreement for the Provision of Emergency Management Services
is due to expire. on December 31, 1999; and
WHEREAS, the Whatcom County Emergency Management Council has reviewed, adopted and
recommends legislative approval of a revised Interlocal Agreement for the Provision of Emergency .
Management Services; and
WHEREAS, modification or extension of the Interlocal Agreement for the Provision of Emergency
Management Services requires legislative approval by a majority of the political subdivisions that are party
to the Agreement; and
WHEREAS, a multi jurisdictional organization for emergency management serving all political
subdivisions in Whatcom County has been in existence since 1956, and it is in the best interest to continue
with this process; and
WHEREAS, RCW 38.52.070 authorizes the political subdivisions of this state to create a joint
organization.
NOW, THEREFORE, BE IT RESOLVED that:
The Whatcom County Council believes it is in the best interests of our citizens to preserve a joint
organization for emergency management as provided for in RCW 38.52.070; and
The Whatcom County Council concurs with the recommendation of the Whatcom County
Emergency Management Council and approves the revised Interlocal Agreement for the Provision of
Emergency Management Services; and hereby incorporates the approved Interlocal Agreement, attached as
Exhibit 1, as if fully set forth herein; and
The Whatcom County Council authorizes the County Executive to sign the revised Interlocal
Agreement for the Provision of Emergency Management Services.
