To Appoint a Interim Director to the Whatcom County Health
Department until a Permanent Director is appointed.

SUMMARY STATEMENT.•
The 1996 budget created a new position for the Director of the
Whatcom County.Health Department. At this time there is no
department head and it is necessary that an interim director by.
appointed until a permanent director is appointed.
ORIGINATOR'S RECOMMENDED ACTION.•
For Council to appove. this resolution appointing Dr. James,
the Health Officer of the Whatcom County Health Department,
as the interim Director,until a permanent director is
appointed.

RESOLUTION TO APPOINT AN INTERIM DIRECTOR OF
6 THE WHATCOM COUNTY HEALTH DEPARTMENT WHILE THE
PROCESS FOR A PERMANENT DIRECTOR IS COMPLETED

8 WHEREAS, the 1996 budget created a new position for
the Director of the Whatcom County Health Department and made
9 the Health Officer a 6 /10th position; and,
10 WHEREAS, the County has not filled the new directors
position yet, so as of January 1, 1996, the Health Department
11 is operating without a department head; and
12 WHEREAS, the process has begun to hire the new director
but until that process is completed it is important and
13 necessary for the efficient operation of the Whatcom County
Health Department to have an interim department head appointed.

NOW, THEREFORE, BE IT RESOLVED that:

Dr. Frank James, the Health Officer, has been the
18
previous director of the Whatcom County Health Department and
19
is familiar with the operations of that department. He is the
20
most appropriate person to be appointed as the interim
21
director of the Whatcom County Health Department. He will
22
operate in that capacity until the process to find a new
23
director is completed and the new director is confirmed by the
24
Council with a maximum of six months.

BE IT FURTHER RESOLVED that:

- Resolution - 1.
Dr. Frank James shall receive compensation as the
Health Director out of the line item established for that
position during this process.
