(Y/N) N Requested Date: A joint resolution of Whatcom County, City of Bellingham, and Water District #10 adopting specific Lake Whatcom watershed action team plans. This resolution was passed at a joint meeting on October 5, 1994. Ordinance or Resolution Number (this item only): ITI JOINT RESOLUTION WHATCOM COUNTY COUNCIL NO. 96 -005 BELLINGHAM CITY COUNCIL NO. 65 -94 WATER DISTRICT 10 NO. 4-9 / A JOINT RESOLUTION OF WHATCOM COUNTY, CITY OF BELLINGHAM, AND WATER DISTRICT 10 ADOPTING SPECIFIC LAKE WHATCOM WATERSHED ACTION TEAM PLANS. WHEREAS, on November 30, 1992 the Whatcom County Council, Bellingham City Council, and Water District 10 Commissioners jointly adopted a set of goals and policies to guide management actions in the Lake Whatcom Watershed; and . WHEREAS, in April 1993, the Whatcom County Council, Bellingham City Council, and Water District 10 Commissioners jointly endorsed a strategy to develop action plans for eight of the 21 areas for which goals had been adopted, including conservation, spill response, urbanizati on/d eve] opment, on -site waste systems, stormwater, forest practices, public involvement /education, and information/data management; and WHEREAS, teams of individuals were formed and have been working to develop draft plans for each of the eight areas listed above; and WHEREAS, five of these plans (conservation, information/data management, public involvement /education, spill response, and forest practices) have been completed and undergone preliminary review and modification based on comments from the Management Committee (Mayor of Bellingham, County Executive, Manager of Water District 10), Council Sub - Committee (representative Council members and Commissioners), the public, and other agencies; and WHEREAS, the Management Committee has developed a specific funding recommendation to assist with implementation of the draft plans and possible 1995 stormwater program needs; and WHEREAS, a special joint meeting of the County Council, City Council and Water District 10 Commissioners was held on October 5, 1994 to provide for review of the plans and to determine how to proceed with their implementation; and WHEREAS, approval of plans including the implementation and new funding recommendation is necessary for incorporation into the 1995 work program; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCILS FOR WHATCOM COUNTY, CITY OF BELLINGHAM, AND WATER DISTRICT 10 COMMISSION that the following action plans are adopted and are to be incorporated in the 1995 programs: • Conservation • Information/Data Management • Public Involvement/Education • Spill Response • Forest Practices FOR THE CITY OF BELLINGHAM: PASSED by Council this 5_ day of 1994.
