SUBJECT.- Resolution scheduling a public hearing in the matter of creating a Flood Control Zone District Sub -
Zone in the Lynden /Everson area.

jMMARY: RCW 86.15.025 authorizes the Division of the County -wide Flood Control Zone District into
separately designated sub - zones, and authorizes the establishment of such sub -zones by Resolution o_f the Council.
Residents of the area have requested the creation of a Flood Control sub -zone district and the Flood Control Zone
District Advisory Committee has officially endorsed formation of said sub -zone. This Resolution will schedule a
public hearing to consider establishment of said sub -zone.

2 SCHEDULING A PUBLIC HEARING CONCERNING
3 THE ESTABLISHMENT OF A FLOOD CONTROL ZONE DISTRICT SUB -ZONE
4 WHEREAS, RCW 86.15.025 authorizes the division of the County -wide Flood Control
5 Zone District into separately designated sub - zones; and
6 WHEREAS, the draft Comprehensive Flood Hazard Management Plan for the Lower
7 Nooksack River recommends the formation of sub -zones in certain reaches and flood areas, and
8 WHEREAS, residents of the Lynden /Everson area have requested the formation of such
9 a sub -zone; and
10 WHEREAS, a map and legal description of said Lynden /Everson sub zone is included
11 in this Resolution as Attached Exhibit "A ".
12 NOW, THEREFORE, BE IT RESOLVED, a Public Hearing to consider the
13 establishment of a sub -zone will be held at the September 23 regular County Council Meeting
.4 or at a later date.

A subzone district comprised of all or portions of sections 10, 11, 13, 14, 15, 16, 19, 20, 21, 22,
23, 24, 25, 26, 27, 28, 29; 30, 31, 321 33, 34, 35 and 36 of Township 40 North, Range 3 East
of W.M.
AND all or part of sections 30 and 31 of Township 40 North, Range 4 East of W.M.
AND all or part of sections 2, 3 and 4 of Township 39 North, Range 3 East of W.M.
The perimeter of said district is more particularly described as follows:
commencing at the intersection of SR 539 and the North line of Keiths Short Plat projected, as
recorded in Vol 8, Page 3 of Short Plats, and being the true point of beginning; thence North,
13/4 miles, to the Southwest corner of section 19, T40N; R3E; thence East, 3300 feet, along Kok
Road, to the West line of Mountain View Addition to Lynden, projected; thence North 1400 feet,
more or less, to Front Street; thence Easterly along Front Street, 700 feet, more or less, to 17th
Street; thence North along 17th Street, 400 feet, to Grover Street; thence East, along Grover
Street, 1000 feet, to 14th Street; thence North, along 14th Street, 400 feet, to Liberty Street;
thence East on Liberty Street, 350 feet, more or less, to the West line of section 20, T40N, R3E;
thence Northeasterly, along Liberty Street, 3800 feet, more or less, to West Main Street; thence
