Res. #97- 026 Zelated File Numbers: Ordinance or Resolution Number (this item only): SPONSORED BY: Consent PROPOSED BY: Public Works INTRODUCTION DATE: 6/3/97 1 RESOLUTION NO. 97 -026 2 RESOLUTION BY THE WHATCOM COUNTY FLOOD CONTROL ZONE 3 DISTRICT BOARD OF SUPERVISORS REGARDING 4 PILOT PROJECTS FOR EMERGENCY FLOOD CONTROL WORKS AND 5 FISHERY HABITAT ENHANCEMENT ALONG THE BANKS OF THE 6 NOOKSACK RIVER 7 WHEREAS, severe bank erosion on a number of adjacent sites in the Hopewell Road vicinity 8 has resulted in substantial loss of land and improvements; and, 9 WHEREAS, the erosion sites lie immediately upstream of the Everson overflow and the 10 erosion has already caused a reduction in the bank freeboard; and, 11 WHERAS, reduction of flood threat and control of the erosion in this specific area is in the ' ? best interests of the citizens of Whatcom County. 13 NOW, THEREFORE, BE IT RESOLVED that the situation has worsened and it is deemed 14 to be an emergency which needs to be effectively dealt with during the limited fishery window 15 available during the summer of 1997. 16 BE IT FURTHER RESOLVED that consistent with the draft Comprehensive Flood Hazard 17 Management Plan, upon due consideration of the Flood Control Advisory Committee and their 18 recommended approval of the Advisory Board, the County Administration is directed to: 19 1. Sponsor and immediately pursue final design, permitting, and construction of bank 20 stabilization pilot projects in the Hopewell Road vicinity, not to exceed $300,000 from the 21 Flood Control Zone District Fund, which are intended to stabilize the eroding banks as well 22 as to provide riparian and fish habitat. 23 2. To continue to pursue creation of a sub -flood control zone district in order to finance 24 future studies, maintenance, and any additional improvements warranted. 25 3. Complete the pilot projects and establish a program to monitor and report on the 26 effectiveness of the installed works and to recommend any additional works needed to 27 increase their function and reliability.
