RESOLUTION NO. 97 -022
2 SUPPORTING THE NOOKSACK TRIBE SALMON RESTORATION PROJECT
3 WHEREAS, the Whatcom County Council acknowledges that the salmonid populations
4 within the waters of the state which lie within its jurisdiction are in severe decline; and
6 WHEREAS, The Whatcom County Council acknowledges that while there are many factors
7 affecting salmonid population levels, many of which are outside the jurisdiction and effective control
8 of the Whatcom County Council, inland habitat quality and quantity, and inland water quality and
9 quantity, are factors affecting salmonid populations which do lie within the jurisdiction of the County,
10 and the Whatcom County Council acknowledges that it has a responsibility to act, in conjunction with
11 other local jurisdictions state and federal agencies and affected and interested parties, to address those
12 factors through land use, water resource, and other relevant policies and practices; and
13 WHEREAS, the Whatcom County Council acknowledges that its fiscal responsibility to the
14 County's taxpayers requires it to seek out and support only cost - effective solutions to the County's
5 habitat and water problems; and
16 WHEREAS, representatives of the Nooksack Tribe and the County Council met on 15 April,
17 1997 and 22 April, 1997 to discuss the "W.A.T.E.R.S. for Salmon People" project ( "the Project ")
18 for the purpose of attempting to revive salmonid stocks in the Nooksack River Basin by hydraulically
19 outplanting eyed salmonid eggs into streambeds, and monitoring their survival, along with water
20 quality parameters; and
21 WHEREAS, the County Council has determined that the Project might have significant
22 potential to help restore the local salmonid population; by helping to determine the relationship
23 between land use activities and salmonid species survivability, which in turn will enable development
24 of updated Best Management Practices for use in agriculture, forestry, housing development, and
25 other land use activities, for assuring water quality and habitat maintenance; and
26 WHEREAS, the Nooksack Tribe is seeking assistance for the Project in the form of funding
27 and other aid;
28 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the Council
29 hereby endorses the Project; and

1 BE IT FURTHER RESOLVED that the Whatcom County Council shall enter into discussion
2 with the Nooksack Tribe for the purposes of developing a Memorandum of Understanding with the
3 Tribe to provide a mechanism to aid the Tribe in securing funding for the Project and such other
4 assistance as both parties mutually agree is appropriate.
