Res. #97 -006 Related File Numbers: Ordinance or Resolution Number (this item only): wmmana.ns 1/29/97 SPONSORED BY: Consent PROPOSED BY: Dawson INTRODUCTION DATE: 2/11/97 1 2 RESOLUTION NO. 97 -006 3 ESTABLISHING A PROCESS BY WHICH PROBLEMS ARE ADDRESSED 4 THROUGH PROPER CHAIN OF COMMAND 5 WHEREAS, county government is divided into various branches and departments to fulfill 6 the functions of government and conduct the business of the people; and 7 WHEREAS, circumstances do arise in the normal course of the operation of county 8 government where citizens, groups, or organizations develop complaints or concerns that need to be 9 heard and/or addressed; and 10 WHEREAS, the duties assigned to the County Council by the County Charter are purely 11 legislative in nature. 12 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the duty and 13 responsibility for receiving and addressing complaints and concerns that are not related to the 14 Council's legislative responsibility or matters before the Council or one of its committees, are 15 delegated to the County administration and the various executive official and department heads by 16 the County Charter. 17 NOW, THEREFORE, BE IT FURTHER RESOLVED that Council Members shall refer all 18 complaints and concerns which are not County policy or legislative matters to the administration, 19 various elected officials or department heads, as circumstances dictate, for resolution before any 20 council action is initiated, after which, the County Council, Council committees, or individual Council 21 Members may address such issues with the administration before deciding if legislative action by the 22 Council is appropriate. 23 APPROVED this 25 day of February , 1996. 24 WHATCOM COUNTY COUNCIL 25 ATTEST: WHATCOM COUNTY, WASHINGTON 26 �� c _ 27 an rown- Davis, Cl o the Cou cil L.
