RESOLUTION NO. 98-067
INITIATING EMERGENCY ZONING OR COMPREHENSIVE PLAN AMENDMENTS
FOR THE DRAYTON HARBOR AREA
WHEREAS, the provisions of WCC 20.90, which were adopted under Ordinance 98 -010 and
98 -011 indicate that proposed zoning and Comprehensive Plan amendments shall be docketed
for consideration once per year; and
WHEREAS, the provisions of WCC 20.90.020 and 20.10.080 provide for the initiation of
"emergency" zoning or Comprehensive Plan amendments outside of the annual amendment cycle
to address a situation that necessitates expeditious action upon approval of a resolution by a two -
thirds majority of the County Council; and
WHEREAS, a group of citizens from the Drayton Harbor area have presented information to the
County Council regarding the need for public sewers to address public health issues related to
failing septic tanks in the area, and this information was confirmed by representatives from the
Whatcom County Health Department; and
WHEREAS, the Whatcom County Council has determined that expeditious review of
amendments to the zoning or Comprehensive Plan maps or text is necessary to protect public
health and water quality in Drayton Harbor; and
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby initiates
emergency review of zoning amendments or Comprehensive Plan map and text amendments to
make the Drayton Harbor area a Short Term Planning Area of the City of Blaine, or other
appropriate zoning and Comprehensive Plan designation which would allow residential density
sufficient to allow the installation of sewers within this area.
