RESOLUTION NO. 98 -055
SUPPORTING HOUSING FOR THE MENTALLY ILL
WHEREAS, the Whatcom County Council is concerned about the availability of safe affordable housing for
our mentally ill residents; and
WHEREAS, the Whatcom County Mental Health Advisory Board at it's July 20, 1998 Board meeting passed
the following motion unanimously:
That the Whatcom County Mental Health Advisory Board is concerned about the timelines for
corrective action established by the Mental Health Division (MHD) License Review team audit of Sun
Community Services. (Community Mental Health License September, 1998 and Residential License July 1998)
The Board requests the Mental Health Division allow an additional thirty days before any order to
require the closure of the Sun House or to terminate the agency's license.
This recommendation is dependent upon clear evidence that the Sun Community Services agency has
made significant progress towards addressing the MHD Audit Team findings.
And, further that there will be active oversight by the Whatcom County Health and Human Services
Department and North Sound Regional Support Network; and
WHEREAS, Sun Community Services has made appropriate application to and is subject to timelines
established by the Residential Licensure Department of DSHS and can't obtain licensure as an Adult Family Home prior
to the July deadline;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that Whatcom County Council
requests the Mental Health Division extend reasonable flexibility regarding timelines established for:
• Residential licensure requirement to be Licensed as an Adult Family Home that are beyond the control of Sun
Community Services.
• Community Mental Health Licensure if justified by demonstrated and supported by efforts of Sun Community
Services to be in substantial compliance with all appropriate RCWs and WACs by the scheduled September follow -
up audit.
