6 A RESOLUTION PURSUANT TO ESHB 2514 FOR THE PURPOSE OF-DESIGNATING
7 WHATCOM COUNTY AS A PARTICIPANT "INITIATING GOVERNMENT" AND THE
8 WATERSHED PLANNING LEAD AGENCY

10 WHEREAS, the Washington State Legislature has passed an act relating to watershed
11 management and providing for the funding of efforts to organize participating local and tribal
1.2 government units and citizens; and

14 WHEREAS, the watershed planning authorized by the ESHB 2514 includes the territory
15 defined by Water Resource Inventory Area (WRIA) #1, commonly known as the Nooks ack
16 River Basin; and
17
18 WHEREAS, ESHB 2514 requires that Whatcom County, Skagit County, the City . of
19 Bellingham, and the Public Utility District #1 act unanimously as the "initiating governments"
20 within WRIA #1 for the authorization of applying for funds needed to organize a "planning unit"
21 capable of undertaking the responsibilities of watershed planning; and

1 WHEREAS, Whatcom County has the capability of acting as a "lead agency" in applying
2 for and managing funding allocated to developing a watershed planning unit and for establishing
3 a scope of work necessary for watershed planning; and

5 WHEREAS, ESHB 2514 requires local governmental units that are forming a watershed
6 planning unit within WRIA #1 to invite the participation of the Lummi Nation and Nooksack
7. Tribe as members of the "initiating governments "; and

9 WHEREAS, the benefits of watershed planning to citizens within WRIA #1 can best be
10 determined by the formation of a planning unit and the determination of a scope of work as
11 authorized by such funding;

13 NOW, THEREFORE, BE IT RESOLVED THAT Whatcom County agrees to act as a
14 participant "initiating government" for the - purpose of initiating the organizational process
15 required by ESHB 2514; and further agrees to invite the participation of the Lummi Nation and
16 Nooksack Tribe as a member "initiating government"; and further agrees to accept the role of the
17 "lead agency" in applying for funds needed to establish the watershed planning. unit responsible
18 for complying with the requirements of ESHB 2514 within the territory of the WRIA #1.
