If the difference in the number of votes cast between the top two candidates is not more than 1/2 of 1% a mandatory recount is required. If the difference in the number of votes cast between the top two candidates is not more than 1/4 of .1 % a mandatory hand count is required unless both candidates agree to a computer count. This requested supplemental budget is required to pay regular staff overtime and for extra help in order to conduct the recount which will probably take place the last week of November. To date we have expended those funds and are requesting an additional $4,000 to complete the year. Indigent burials are a mandated service the County provides pursuant to RCW 35.39.030. The county is required to cover the burial costs of people who die without resources. Local funeral homes submit statements for $803 per burial after authorization by the medical examiner. December 5, 2000 Whatcom County Executive's Office Pete Kremen, County Executive 311 Grand Avenue, Suite 108 Bellingham, WA 982254082 Dear Mr. Kremen: Whatcom County, Water District #10, and Sudden Valley Community Association (SVCA) agreed to a Joint Resolution concerning a Special Land Acquisition Program to acquire properties within the Lake Whatcom watershed. The resolution potentially includes the City of Bellingham. At the 15 November 2000 joint meeting, Whatcom County agreed to pay the City of Bellingham's portion of the cost share. At the Whatcom County Tax Foreclosure Sale SVCA purchased 44 lots. The total purchase price for the lots was $41,789.15 including all fees. A summary of lots and the purchase price is enclosed. I will ensure that restrictive covenants are placed on 44 lots owned by SVCA. The transferable nature of these covenants will ensure that ultimately they will be attached to the least desirable lots, or lots that make the best contribution to density reduction. An example of the covenant is attached. In accordance with the Joint Resolution, paragraph 1, the cost share of the total bid price for the lots is as indicated below: Whatcom County: $41,789.15(.25) +$300 = $10,747.29 City of Bellingham: $41,789.15(15)(1.2) +$300= $12,836.74 SVCA: $41,789.15(.25) +$300 = $10,747.29 Water District #10: $41,789.15(.25)(.8) - $900 = $7,457.83 Whatcom County's portion plus the City of Bellingham's portion equals a total cost share of $23,584.03. We project that an additional $185,000 in appropriation authority is needed to pay medical claims in 2000. The requested increase in appropriation is fully funded by increased revenues. BRAD BENNETT Manager AS manages several self - insured employee benefit programs. Each program is set up in its own cost center and each program is managed to recover all of its costs thmugh participant premiums. The self - insured medical program managed by AS serves exempt employees, elected officials, certain represented employees and some junior taxing districts. During the budget process we project medical claims costs and the number of plan participants. Based on these projections we calculate the premiums to be charged for the coming year- Additional appropriation has become necessary because the self - insured medical program is serving more participants than we anticipated it would. Of the $185,000 in requested additional appropriation, $160,000 will wine from unbudgeted revenues (additional premiums due to additional participants) and the remaining $25,000 will come from surpluses in our other self - insured programs. We will increase premiums to recover this $25,000 shortfall next time we calculate the self - insured medical program premiums. These funds are used to provide emergency assistance to an estimated 9,000 eligible veterans and their families residing in Whatcom County. Eligibility is based on wartime military service. On behalf of the V VA membership and under the direction of the board of directors, we find it necessary to inform you that the Relief. Fund budget for the year 2000 has experienced a shortfall. At this time we estimate that funds will be exhausted by December 15, 2000. Consequently, we are requesting the County Council to release, on a one -time basis, $10,000 from the accumulated reserve in the Relief Fund. These reserve funds were generated when in previous budget years dispersements were lower than annual revenue. This request is urgent for several reasons. First, our desire to continue uninterrupted service to Whatcom County Veterans. Secondly, to meet the increased costs associated with, e.g. increased rent and heating fuel costs. Third, winter coupled with the holiday season increases demands for assistance. Without this one -time release of reserve funds, we will have to turn away an estimated 40 wartime veterans and their families in the month of December. The release of funds from the reserve will allow the Relief Fund to operate uninterrupted through the heavy demand of the holiday season and the end of the year. It will also provide some additional funding to assist during the first part of January, as individual needs increase immediately after the holiday season. For Council members unfamiliar with the Relief Fund and its services we offer the following information: benefits are provided for emergency assistance and when the recipient has exhausted all other resources.
