Mills, P.E. - County Road Engineer 5280 Northwest Drive, Suite C Bellingham, WA 98226 MEMO TO: The Honorable Pete Kremen, County Executive and RECEIVED Honorable Members of the Whatcom County Council FROM: Bruce Mills, County Road Engineer Tx� NOV 0 3 2000 PETE KREMEN DATE: November 2, 2000 COUNTY EXECUTIVE SUBJECT: Ordinance Establishing a Temporary Speed Limit Change for Park Road The County Engineer's office performed an engineering and traffic investigation of Park Road, and found that conditions warrant a temporary speed limit reduction for all truck traffic on the mad, from 35 mph to 25 mph. Following the completion of the Park Road reconstruction project, scheduled for 2001 -2002, the speed limit would revert to its current limit of 35 mph for all vehicles. We therefore recommend adoption of an ordinance regarding the temporary speed limit change for Park Road. bgm\ Phone: 13601676 -6730 County: 13601380 -8110 FAX: 13601676 -6558 I SPONSORED BY: Consent 2 PROPOSED BY: Public Works - Engineering 3 INTRODUCTION DATE: 11/14 /00 4 ORDINANCE NO. 2000 -059 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 AN ORDINANCE ESTABLISHING A TEMPORARY SPEED LIMIT CHANGE FQR PARK ROAD WHEREAS, the County Council is authorized under RCW 46.61.415 to establish speed limits on certain County roads; and WHEREAS, the County Road Engineer performed an engineering and traffic investigation of Park Road; and WHEREAS, it is deemed in the best interest of the public to adjust the speed limit of Park Road until it is reconstructed and widened. NOW, THEREFORE BE IT ORDAINED by the Whatcom County Council that the speed limit of Park Road, for its entire length from South Bay Drive to State Route 9, located in Sections 25 and 26, Township 37 North, Range 4 East of W.M. and Sections 30 and 31, Township 37 North, Range 5 East of W.M., shall be temporarily changed to 25 miles per hour for all traffic. BE IT FURTHER ORDAINED that following the reconstruction and widening of Park Road, scheduled for 2001 -2002, the speed limit of Park Road shall revert to its previous limit of 35 miles per hour for all traffic. BE IT FURTHER ORDAINED that the County Road Engineer is hereby directed to install the appropriate signs and the Whatcom County Sheriff and the Washington State Patrol be notified by a copy of this ordinance. Provisions of this ordinance are hereby added to Whatcom County Code, Section 10.04.030.
